4.7.20 Mobile Identification Device (Issued: 6/4/24 )
A. System Overview
1. Mobile identification systems are designed to allow officers in the field to
positively identif y subjects who are unable to provide identification when
requested .
2. UCSF Police Department officers have access to Mobile Identification Device s
(MID s), which may be used to positively identify subjects by matching the ir
fingerprints to fingerprint s held in the California DOJ fingerprint repository and the
FBI Repository of Individuals with Special Circumstances (RISC).
B. Limitations on Use
1. Only sworn personnel who have been trained in MID use and are exercising their
lawful dut y as police offi cers are authorized to use Department MIDs .
2. Officer s shall attempt to identify individuals through normal means (e.g., asking
for a state -issued driver’s license or identification card) before utilizin g a MID .
3. Unless a subject agrees to a fingerprint search, a MID will be used only on a “Need
to Know ” basis.
C. Mobile Identification Device Use Instructions
1. Activat e the MID and log in to the system.
2. Enter a valid reason for the search, a brief description of the encounter and the
incident number prior to using the MID .
3. Collect the subject’s fingerprints and submit them for identification .
4. If the search returns a “No Match” result, follow the normal procedure for cases in
which a subject cannot be identified.
D. System Security
The mobile identification system and MIDs are password protected. U sers must log in
using their personal log -in credentials (user name and password) before they can access
information in the mobile identificati on system or use a MID. All system access and
activities are automatically tracked and tied to the user name entered at log-in.
1. At no time shall a person log into the system using another person’s credentials .
E. Activity Audits
To ensure compliance with Criminal Offender Record Information ( CORI ) laws and
Criminal Justice Information Systems ( CJIS ) security policy, t he FSD Commander or
designee will con duct a monthly audit of MID activity and forward a copy of the audit
record to the PSD Commander. The records will be maintained for a minimum of three
years.
