4.3 Use of Force
4.3.10 Firearms Qualification (Revised: 1/11/21)
INTERIM POLICY
A. Firearms Proficiency : Every peace officer shall achieve and maintain firearms
proficiency in accordance with the requirements of this section.
B. Proficiency Requirement : All officers shall demonstrate firearms proficiency at least
annually on a departmental approved police shooting course. This includes the primary
duty firearm, any secondary firearm, any off -duty firearm(s), as well as approved rifles
and shotguns used on -duty.
C. Failure to Report : Officers who fail to report for scheduled firearms training without a
valid excuse may be subject to corrective action.
D. Course Rules : Proficiency scores shall be attained in conformance with all course rules.
E. Record Retention : Records of qualifications shall be held for a minimum of 2 years.
F. Firearms − Accessories Requirement : Proficiency scores shall be attained using the
departmentally approved firearm, holster and loading devices usually carried by the
officer.
G. Special Weapons − Requirement : Proficiency must be attained at least once a year as a
condition of approval to carry non -regulation or special weapons on or off duty. Officers
requesting permission to carry non -regulation firearms off duty must purchase all
ammunition at their own expense.
H. Failure to Demonstrate Proficiency : Failure to meet the required standard is considered
unsatisfactory performance and may be subject to corrective action or dismissal in
accordance with applicable personnel policies.
I. Exceptions : Exceptions to this Section 4.3.10 may be made only by the C hief of Police.
J. The FSD Captain and Range Master will determine the schedule of the mandatory
qualifying course.
K. An officer who fails to qualify with an on -duty firearm, shotgun or 5.56 cal. patrol rifle
during required qualification shoot shall ha ve a 15 -calendar day grace period in which
to qualify.

1. The Range Master or his/her designee will immediately notify the Chief of
Police via the chain of command.
2. The officer shall be restricted from work assignments where use of firearms
might be required.
3. The Range Master or his/her designee shall ide ntify a performance improvement
plan and schedule the officer for remedial training to be completed within 15
days of the failure to qualify.
4. Within the 15 -day grace period, the officer will be expected to successfully
complete the Department -approved firearms qualification.
5. Disciplinary action may be taken if the officer is still unable to meet the
proficiency standards following the additional training.
L. Authorization to carry a firearm off duty will be rescinded if an officer fails to qualify ,
and this will remain in effect until the officer qualifies.
M. Authorization to use a Police Department specialized firearm will be rescinded if an
officer fails to qualify at a mandatory shoot, and this will remain in effect until the
officer qualifies.
N. Range scores will be recorded by the Range Master or his/he r designee in the officer’s
training record as “pass” or “fail.” Remediation will be documented in the officer’s
training record, along with a memo detailing the type of training given and number of
attempts to remediate. Qualification records will be main tained by the Professional
Standards Unit.
O. Officers who fail to report for scheduled firearms training without a valid excuse may
be subject to corrective action.
