University of California, San Francisco Police Department General Orders 3.42 Complaints: Administration and Processing 3.42.2 Responsibility (Revised: 5/6/23 ) A. The PSD Commander is responsible for supervising the Complaint and Internal Affairs (IA) function. B. Allegations of misconduct not classified as an Informal Investigation will be handled as follows: 1. Allegations of misconduct against the Chief of Police shall be forwarded to the Senior Vice Chancellor, Finance and Administrative Services for handling 2. Allegations of misconduct made by a community member against a sworn Department member shall be forw arded to the Office for Prevention of Harassment and Discrimination (OPHD) for handling 3. Allegations of sexual harassment, sexual abuse or discrimination on a protected basis made by a Department member against a sworn Department member will be forwarded to the OPHD for handling. All other allegations of misconduct made by a Department member against a sworn member will be assigned for investigation as an IA by the Chief of Police or his/her designee , to a member of a higher rank than the person accused o r a person or agency outside the Department 4. Allegations of sexual harassment, sexual abuse or discrimination on a protected basis against a non -sworn member will be forwarded to the OPHD for handling. Any other allegations of misconduct against a non -sworn member will be handled internally through an investigatory meeting procedure. C. Member s assigned to complete an IA investigation ha ve the authority to report directly to the Chief of Police.
