University of California, San Francisco Police Department General Orders 3.37 Promotion: Professional and Legal Requirements 3.37.2 Authority and Responsibility (Revised : 7/18/18) A. The Chief of Police is vested with the authority and responsibility for administering the Police Department’s role in the promotion process. This role includes performing appropriate liaison activities to carry out the process. B. The Chief of Police or his/her designee shall be responsible for developing the measurement instruments used in determining the skills, knowledge, and abil ities of personnel for positions. C. Promotional materials, including written examinations, interview questions, role -play exercises, etc., shall be kept in a locked cabinet under t he control of the PSD Commander .
