University of California, San Francisco Police Department General Orders 1 3.34 Training: In -Service Briefing and Leadership Training 3.34.1 In-Service Training (Revised : 7/2/20 ) A. In-service training is required of all sworn personnel by various entities . The mandating entities include the State of California, the federal gove rnment, OSHA, UCSF and CALEA . Depending upon the member’s rank and assignment , this include s refresher /advanced training and activities in the following areas: 1. Less-lethal weapons ( annual) – appropriate use of and demonstrated proficiency with: a. Oleor esin Capsicum b. Impact w eapons c. Chemical agents d. Kinetic energy p rojectile delivery system 2. High speed vehicle pursuits (biennial ) 3. Emergency Vehicle Operators Training (EVOC) (biennial ) 4. Defensive tactics (biennial ) – including a review of use of force policy/procedure and State s tatutes related to use of force and less -lethal weapons 5. Legal updates (monthly or as needed) 6. Shotgun and rifle qualification (annual) 7. On-duty weapon qualification (semi -annual ) 8. Off-duty weapon qualificatio n (annual) 9. CPR /first aid /automatic external defibrillation (AED) (biennial ) 10. Bloodborne pathogens (annual) 11. Hazard communications (annual) 12. Domestic violence ( biennial ) 13. Bias-based profiling (annual ) 14. Respiratory protection /fitting (annu al) 15. Tactical communications ( biennial ) 16. All hazard training (annual) 17. Mental health update (annual ) 18. Aerosol transmissible diseases (ATD) (annual) 19. Tuberculosis (TB), influenza and other immunizations (annual) 20. Irradiator (annual ) 21. Crowd control (annual) 22. Law Enforcement Resource Team (LERT ) (bienn ial) 23. Incident Command System (ICS) ( as needed and in accordance with rank ) 24. Active shooter ( biennial ). B. The purpose of in -service training is to keep personnel up to date wi th new laws, technological improvements, community issues and conce rns, improved police procedures and revisions in policy, procedure, rules and regulations. The In - Service Training Plan is incorporated into the Department’s Training Plan. University of California, San F rancisco Police Department General Orders 2 C. Other areas addressed by in -service training may include: 1. Review of Department policy and procedures and rules and regulations , with an emphasis on changes 2. Review of statutory or case law affecting law enforcement , with an emphasis on changes 3. Review of the fu nctions of agencies in th e local criminal justice system 4. Exercise of discretion in the decision to invo ke the criminal justice process 5. Review of intervie w and interrogation techniques 6. Emergency Medical Services 7. Review of performance evaluation syste m 8. Emerge ncy fire suppression techniques 9. New or innovative i nvestigative techniques or methods 10. Review of contingency plans, if any, including those relating to special operations and unusual occurrences 11. Crime prevention policies and proce dures 12. Collecti on and preservation of evidence 13. Report writing and records sys tem procedures and requirements 14. Emergency vehicle operations 15. Community -policing strategies and techniques.
