Police Department General Orders
3.6 Allocation and Distribution of Personnel and Personnel Alternatives:
Non-sworn Personnel
3.6.1 Non-sworn Positions (Revised: 5/29/25 )
A. Positions within the Police Department that require skills, knowledge and training other
than those of a sworn police officer will be designated as non -sworn positions and staffed
accordingly.
B. The following positions within the Police Department are staffed by non -sworn
personnel:
1. Chief of Staff
2. Business Manager
3. Business Operations Assistant
4. Project Policy Analyst
5. Crime Analy st
6. Field Services Administrative Assistant
7. Community Service Officer
8. Accreditation Manager
9. Professional Standards Analyst
10. Professional Standards Administrative Assistant
11. Security Manager
12. Security Supervisor
13. Public Safety Ambassador
14. Health Safety Ambassador
15. Communications Technician
16. Labor Relations Representative
17. Training Manager
18. Security Services Administrative Assistant
19. Technical Services Division (TSD) Directo r
20. Dispatch Supervisor
21. Lead Public Safety Dispatcher
22. Public Safety Dispatcher
23. Evidence and Records Technician
24. Information Technology Security Analyst
25. WeID Supervisor
26. WeID Administrative Assistant .
C. In the event of Police Department need or to enhance a sworn employee’s experience, a
sworn employee may be temporarily assigned to a non -sworn position if the employee
possesses the skills and abilities specifically required to perform the duties of the posi tion
(e.g., temporary assignment of an officer to Public Safety Dispatcher duties).
