University of California, San Francisco Police Department General Orders 2.6 Fiscal Management 2.6.2 Fiscal Management Responsibility (Revised : 12/23/19 ) A. The Police Department fiscal management activities are directed by the SVC FAS . The Chief of Police is responsible for fiscal performance. The Business Manager for the Police Department supports the Chief and the fiscal health of the Police Department by: 1. Coordinating the annual budget development process 2. Performing planning, research and tracking of financial trends 3. Constructing periodic budget reports, as required by the Police Department and/or the University 4. Monitoring monthly financial reports for trends and accuracy 5. Providing monthly budget reports to Division Ma nagers to evaluate and monitor financial trends and issues 6. Pinpointing areas of concern (e.g., risk of fraud) and alerting management to those concerns 7. Preparing possible fiscal solutions for consideration by the Chief of Police 8. Advising managers on all expenditure needs and financial policy 9. Ensuring Police Department is compliant with all financial policies 10. Performing and documenting financial audits on a monthly basis for ledgers and quarterly for cash boxes 11. Developing and implementing costing methodologies and rates as needed 12. Acting as liaison to University fiscal officers. B. The FAS Finance Service Center Business Partner supports the Chief’s operation by: 1. Coordinating the annual budget development process with the Business Manager 2. Advising Business Manager of campus financial decisions 3. Preparing, coo rdinating with Business Manager and providing FAS Executive Team with standard financial report on a monthly basis 4. Collaborating with Business Manager for internal financial policy documentation 5. Performing ledger verification and all journals for the Department . C. Division Managers are charged with and responsible for developing their operation’s ongoing fiscal performance by: 1. Participating in annu al budget, goals and objectives development 2. Ensuring approval of all expenditures up to $2,500.00 3. Monitoring monthly financial reports 4. Reporting quarterly to the Chief of Police on financial performance, performance measures, operational ac tivitie s, goals and objectives.
