University of California, San Francisco Police Department General Orders 2.6 Fiscal Management 2.6.1 Fiscal Authority and Responsibility (Revised: 11/3/25 ) The Chief of Police, who reports directly to the Senior Vice Chancellor of Finance and Administration (SVC FAS) , is charged with: A. Planning, organizing and directing the overall activities of the Police Department and serving as UCSF’s Chief Law Enforcement Officer . B. Developing strategic and operational plans to ensure services, programs and policing strategies meet the University’s changing needs and are financially viable. C. Establishing overall Department goals and objectives and monitoring and evaluating Department performance. D. Developing and administering the Department annual budget to ensure quality, community -oriented, and cost -effective services.
