University of California, San Francisco Police Department General Orders 1 1.6 Agency Jurisdiction and Mutual Aid 1.6.1 Geographical Boundaries (Revised: 11/6/19 ) A. The Police Department has primary law enforcement jurisdiction for all properties owned, controlled or leased by UCSF located within the State of California. The Police Department's primary patrol jurisdiction encompasses a combination of real properties under the control of UCSF located in San Francisco and San Mateo Counties, which includes facilit ies in San Francisco, Daly City and South San Fran cisco. The Police Department’s primary investigative responsibility for crimes at all other UCSF sites in California shall be investigated as authorized by the Chief of Police or his/her designee. Specific UCSF facilities site locations are maintained in the ECC. B. The UCSF Police Department shall adhere to the jurisdictional authority as outlined in General Order 1.1.4, “Legally Mandated Authority,” Penal Code, § 830.2 (b) and Education Code § 92600. C. Officers shall keep in mind that their primary responsibility is to provide police services to the University of California community and facilities owned, occupied and/or controlled by the University of California. This includes any contracted policing pr operties or locations. The intent of this policy is to give guidance to UCSF Police Department personnel to stay focused on providing quality service and protection to the UCSF property and community. D. The Police Department’s ECC maintains a large map of the City and County of San Francisco and a list of related UCSF facilities to identify the Police Department’s jurisdictional boundaries and responsibilities. These will be updated as needed or at least annually, by the FSD. Each officer shall be famili ar with the geographical boundar ies, accompanying satellite UCSF facilities and all contracted policing areas . 1. When there is a question concerning jurisdiction, the Watch Commander shall be consulted to make a determination. E. The primary patrol jurisdiction (i.e., patrol zone) for campus properties includes Parnassus, Mission Bay, Mt. Zion, Benioff Children’s Hospital Oakland, all UCSF -owned, -leased or - controlled properties within campus boundaries and all public property, including thoroughfares, streets, sidewalks and parking facilities , within campus boundaries or immediately adjacent to and accessible from the campus. The c ampus patrol jurisdiction shall be consistent with UCSF’s Clery geography maintained by the Clery Coordinator/ Crime Analyst. F. The primary patrol jurisdiction (i.e., patrol zone) for non-campus properties ( i.e., satellite UCSF facilities) is limited to the facilit ies them selves and does not have a public property component. A non -campus property , for patrol jurisdiction purposes , is defined as any building or property owned or controlled by UCSF that is not within the reasonably University of California, San Francisco Police Department General Orders 2 contiguous geographic area of a UCSF campus. These non-campus properties include, but are not limited to: Laurel Heights, Mission Center Building , 44 Montgomery Street, 3360 Geary Street, 1930 Market Street, 982 Mission Street, Buchanan Dentistry Clinic, China Basin, Executive Park, Lakeshore Plaza, Oyste r Point, Hunter’s Point Facility, Zuckerberg San Francisco General Hospital and Veterans’ Administratio n. G. The Department and its officers retain the right to patrol areas outside of the primary patrol jurisdictions described above , on a limited or on -going basis, as necessary to ensure the safety of UCSF affiliates and property.
