STANDARD OPERATING PROCEDURES
SS700 - Property Unit Entry 1 SS700 PROPERTY UNIT ENTRY
SS700.1 PURPOSE AND SCOPE
The purpose of this procedure is to establish guidelines for Property Room access and to provide
documentation for authorized/supervised entry.
SS700.1.2 ACCREDITATION STANDARDS
This p rocedure pertains to the following CALEA Standards : 84.1.1 , 84.1.2 , 84.1.3
This procedure pertains to the following General Orders: §804
SS700.2 PROCEDURE
Direct Access – Employees have direct access to the Property & Evidence Unit via key pad code
access and /or the SKD1 Key issued to them. These six employees are:
a) Operations Support Division Commander ;
b) Property & Evidence Supervisor ;
c) Two (2) full -time Property & Evidence Specialists ;
d) One (1) part -time Cadet assigned to the unit ;
e) One (1) Volunteer assigned to the unit ;
f) One (1) part -time Pr operty & Evidence Specialist.
Indirect Access – The Property & Evidence Supervisor or personnel assigned to the unit may
allow other personnel access into the unit. Whenever someone is granted acc ess in to the unit ;
the “Log of Supervised Entry” form must be signed with the name, date, time in, time out and
reason for entry. The o n-duty Property & Evidence personnel will accompany the person at all
times while in the Property Unit.
SS700.3 ARMORY
Firearms and cash booked into the Property & Evidence Unit are stored inside the armory. The
armory is a separate room inside the unit and is secured with an additional key pad. Only those
personnel assigned to the Property & Evidence Unit will have the a bility to access the armory.
SS700.4 DRUG CAGE ENTRY
The Tustin Police Department ensures the security and integrity of controlled substances and
provides stringent controls of access to the area in which drugs are stored. All narcotics booked
into the Property & Evidence Unit are secured in the drug cage located downstairs. This cage is
kept locked at all times and the SKD2 key will be used to access this area. The “Property &
Evidence Section Drug Cage Log of Supervised Entry” must be completed wit h name, date, time

SS700 - Property Unit Entry 2 in, time out and reason for entry . Only personnel assigned to the Property & Evidence Unit will
have access into this secured area.
SS700.5 OUTSIDE PROPERTY CAGE
Hazardous items should be booked in the outside property cage.
Bicycles and other large items that will not fit into the secured lockers in the building shall be
booked in the outside property cage. A tag must be completed and affixed to the item. The tag
should be covered in a plastic zip lock bag to preve nt any damage.
The cage is locked a t all times and can be accessed with a department issued key.
SS700.6 OFF-SITE PROPERTY AND EVIDENCE STORAGE
Additional secured storage space is located at the Tustin City Yard Field Services warehouse.
This space is used for large items of evidence not compatible with the Property and Evidence
Unit, and items being retained indefinitely . Access to the storage area is restricted to Property
personnel, or persons escorted by property personnel.
SS700.7 EMERGENCY CALL OUT
In the event of an after -hours emergency, where access to the Property Office is necessary, the
Property and Evidence Supervisor shall be notified. The Property and Evidence Supervisor, or
one of the Prope rty and Evidence Specialists will respond to the station for a verified after -hours
emergency.
SS700.8 SECURITY
The Property and Evidence room is protected by an alarmed security system which includes door
contact alarms and motion sensors. There is a video surveillance system which monitors and
records movement over the drug cage and in the armory. The alarm system is automatically set
each evening via the buildings access control system when the unit is closed. The alarm system
is monitored 24 hours a day by the Communications Unit. Should an alarm activate after hours,
the Communications Unit will notify the Watch Commander of the alarm activation to investigate.
If it is determined a potential problem exists, the Property and Evidence Supervisor will be
contacted for an emergency call out response.
In order to ensure the security system is working prop erly, a documented monthly test of the
system will be conducted by Property and Evidence personnel.
