CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 3 1/24/201 1 06/01/201 9 12/01/20 20 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES SS460 - Dispatch Procedures for Pursuits 1 SS460 DISPATCH PROCEDURES FOR PURSUITS SS460.1 PURPOSE AND SCOPE This procedure est ablishes guidelines for dispatching during pursuits. SS460.1.2 ACCREDITATION STANDARDS This procedure pertains to the following CALEA Standards: 41.2.2 , 81.2.5 This p rocedure relates to the following General Orders: §314 SS460.2 PROCEDURE While on routine patrol or a traffic stop or call for service an officer may initiate a vehicle or foot pursuit. If the officer is already on a call related to the pursuit the dispatcher should document all the events in that call. If this is a new incident or an incident not related to a call the officer is on, a new call should be made and all informatio n should be documented in that incident. SS460.2.1 OFFICER RESPONSIBILITIES Upon initiating the pursuit the officer should notify and continue to update dispatch as soon as practical of the following information: a) Reason for the pursuit ; b) Location and direction of travel ; c) Speed of the fleeing vehicle (if applicable) ; d) Description of vehicle (if applicable) or fleeing suspect including clothing description ; e) Number of known occupants (if vehicle involved) ; f) The identity or description of the known occupants or subject ; and g) Information concerning the use of firearms, threat of force, injuries, hostages or other unusual hazards. SS460.2.2 DISPATCHER RESPONSIBILITIES Upon obtaining the above information the dispatcher will: a) Coordinate the pursuit communications of the involved units and personnel ; b) Notify and coordinate with other involved or affected agencies - advise the agency if assistance is or is not requested ; c) Ensure the Watch Commander is aware of the pursuit ; and d) Broadcast pursuit updates a s well as other pertinent information . e) If StarChase is utilized, the dispatcher will login to StarChase and broadcast updates on location, speed, direction of travel and coordinate response of officers. CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 3 1/24/201 1 06/01/201 9 12/01/20 20 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES SS460 - Dispatch Procedures for Pursuits 2 SS460.2.3 PRIMARY RADIO CHANNEL / RED CHANNEL USE If the pursuit is confined within the City limits, radio communications will be conducted on the primary channel unless instructed otherwise by a supervisor or communications dispatcher. If the pursuit leaves the City or such is imminent, involved units s hould, whenever available , switch radio communications to Red channel (the Orange County Emergency Radio frequency) which is accessible by all participating agencies and units. If an allied agency takes over a pursuit, that agency’s dispatch center shou ld assume primary responsibility for radio communications. Our unit may still trail the pursuit and provide updates which the dispatcher should document in CAD.
