CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 2 04/05/2016 04/01/2019 04/01/2020 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES SS449 – Call Taker Response to Recovered Stolen Vehicles SS449 CALL TAKER RESPONSE TO STOLEN VEHICLE RECOVER Y SS449.1 PURPOSE AND SCOPE This procedure est ablishes guidelines for answering calls related to stolen vehicle recoveries by other Orange County law enforcement agencies . SS449.1.2 ACCREDITATION STANDARDS This Procedure pertains to the following CALEA Standards: N/A This Procedure relates to the following General Orders: N/A SS449.2 PROCEDURE This procedure is for calls from Orange County agencies notifying Tustin PD they have recovered a vehicle that was reported stolen from Tustin that states “hold for latent prints.” SS449.3 CALL TAKING/DISPATCHING THE CALL a) Obtain the vehicle license plate number and run it through CLETS to view the registration and SVS entry; b) Ask if there is anyone in custody; c) If yes, advise the agency the vehicle does not need to be held for prints and we will not be responding to process the vehicle; d) If no, ask if the recovering agency will process the vehicle for us ; e) If they will process the vehic le, no further action is needed; f) If they will not process the vehicle, enter a call for service using call type 22651C and: 1) After hours, with no PSO s on duty, contact the Watch Commander and ask if an officer can be dispatched to process the vehicle. If calls for service do not allow for an officer to be sent, request the recovering agency to impound the vehicle to be processed the following day; make sure to relay the inf ormation to the oncoming dayshift. 2) If during normal hours, dispatch a PSO or officer if no PSO is available, to process the vehicle. If vehicles are recovered outside of Orange County, and the vehicle is marked “hold for latent prints,” protocol will be on a case by case basis as each crime trend is unique in how it is handled. Communications Officers will contact the General Investigations Sergeant or Watch Commander for direction. After a PSO or officer is sent to process the vehicle, they should advi se dispatch of the damage to the vehicle, if there are any missing license plates or if there is anyone in custody so dispatch can locate the vehicle in SVS. After the vehicle is l ocated, if the vehicle is being towed for storage, the dispatcher will attempt to contact the registered owner to advise them their vehicle has been located and the tow company information. If the dispatcher cannot make contact with the registered owner wi thin the day, the dispatcher should contact the Records Unit and request that a letter be sent to the registered owner. This will prevent excessive storage fees from the tow company while the registered owner is unaware. The dispatcher should note in the original stolen vehicle call for service, the incident number for the recovery and if possible, the agency who located the vehicle.
