CENTER/CAD FAILURE/CAD CATCH UP
SS330.1 PURPOSE AND SCOPE
This procedure est ablishes guidelines for sustaining dispatch operations through manual
communications.

SS330.2 PROCEDURE
SS330.2.1 MANUAL OPERATION
When Computer Aided Dispatch (CAD) is down, planned or unplanned, dispatchers will switch
to a manual mode of operation in which all incoming calls are written on dispatch cards. The
dispatcher fills in the date and time received, dispatched, arrived and cleared. The completed
cards are then set aside, in order of received time, for later entry into CAD. This method will
continue until the computer is back in service and all the cards have been entered into the
system. If the system downtime is pre -planned, dispatch will print a “UNIQUE” report, which will
show what the next to issue report number is. Dispatch will contact the Watch Commander,
Records and Communications Supervisors if and when the system goes down.
SS330.3 CAD CATCH UP
If the system goes down and you have to dispatch manually, the Catch Up mode allows you to
enter the manual calls when the system comes back up. There are two call statuses that
require different entry/update procedures:
a) Calls that were closed before the system came back up ;
b) Calls that are still active
SS330.3.1 CLOSED CALL ENTRY/UPDATE PROCEDURES
The following procedure is for calls that were closed before the system came back up:
a) Enter and verify the address to obtain the C AD mask address information;
b) On the command line enter:

(ARRIVE TIME), CT (CLOSE TIME), DISPOSITION ”
The Receive Time (RT) includes the year, month, date and time ( YYMMDDHH MMSS ).
If you do not enter the date and time, the RT defaults to the current date and hour with
no minutes or seconds. In Catch -Up mode, you may enter only one unit on the
Command line. Therefore, if there are multiple units on a call, enter the t imes with the
CH command: CH, UNIT, DT, ET, AT, CT. Each backing unit must be entered
individually with the CH command.
SS330.3.2 ACTIVE CALLS ENTRY/UPDATE PROCEDURES
If the unit is still on the call, enter it as you normally would. When the unit clears, close the call
as usual. To correct the times, use the MR (Modify Record) command with the correct time
following in order of RT, DT, ET, AT, CT. For officer initiated calls you do not need the dispatch
or en route times.
SS330.4 WHEN CAD BECOM ES OPERATIONAL
When the CAD system becomes operational again, DO NOT advise field units or others that the
system has recovered immediately. Continue to operate on a manual system until the following
steps have been completed:
a) It is suggested that the Secondary Dispatcher take over responsibility for the radio so
that who mever was working Primary at the time of the crash can update the status
monitor.
b) Update all incidents showing on the status monitor with amended times. If an incident
that was open when CAD went down was manually issued a CR number, update the call
using the appropriate amended times.
c) Log on any personnel who came on duty during the time that CAD was down.
