CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 2 01/24/2011 11/01/201 9 11/01/20 20 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES SS204 - Front Counter Reports 1 SS204 FRONT COUNTER REPORTS SS204 .1 PURPOSE AND SCOPE The purpose of this procedure is to describe the process for reports that are generated at the front counter by citizens walking into the lobby for assistance; reports received via mail; and reports taken via the telephone. SS204 .1.2 ACCREDITATION STANDARDS This procedure pertains to the following CALEA Standards : 82.2.5 This procedure relates to the following General Orders: §344 SS204.2 COUNTER REPORTS As part of the day -to-day operations of the Tustin Police Department, the front desk has staff available to effectively handle the reporting needs of the citizens who walk -in to the front counter or call on the telephone , and to process any reports received via mail. Tustin Police Department’s front lobby is open Monday through Friday from 0 800 hours to 1800 hours and closed on weekends and holidays. Mail reports are reports generated by other agencies as a courtesy for their citizens in lieu of them traveling to Tustin to file the report. Tustin Records Unit sorts incoming mail and any mail reports are placed into an in -box for the desk PSO s to proce ss. All reports received via mail can be processed by a PSO. The incoming courtesy report is reviewed and all information is transferred onto a Tustin report form. A new case number is pulled to reflect TPD’s numbering system. If the courtesy report is for a missing person, run the missing person through CLETS/MUPS to verify an entry has been made. If an entry has been made by the originating agency, records personnel must contact the agency to have the entry removed. Records personnel will then enter the mi ssing person into CLETS/MUPS. As a part of the front desk detail , it is not uncommon for a PSO to take a phone report. These reports generally consist of cold reports that require no supporting documentation or photographs of a victim and/or their prope rty. Some of the types of reports this relates to are: a) Annoying or Harassing Phone calls ; b) Theft ; c) Lost Property ; d) Missing Persons ; e) Supplemental reports . All reports are to be approved by the Watch Commander or PSO Supervisor prior to being forwarded to the necessary division. PSO s assigned to the front desk are able to take any type of report, but if it appears an a rrest could be imminent as a result of the situation, the call should be routed to dispatch in order to have an officer respond to the station to take the report, i.e. domestic violence, child abuse or a recent rape.
