CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 3 1/24/201 1 09/01/201 8 03/01/20 20 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES SP304 - GRADE Unit Complaint Procedure 1 SP304 GRADE UNIT COMPLAINT PROCEDURE SP30 4.1 PURPOSE AND SCOPE It is the policy of the GRADE Unit to receive and follow -up on complaints related to vice, drugs, and organized crime activities. The purpose of this procedure is to establish the methods for documenting information related to complaints received by the unit. SP30 4.1.2 ACCREDITATION STAND ARDS This procedure pertains to the following CALEA Standards: 43.1. 1 This p rocedure pertains to the following General Orders: N/A SP30 4.2 PROCEDURE SP30 4.2.1 COMPLAINT PROCESSING When alleged vice, drug, or organized crime activity information is received, it shall be documented, indicating the source, the activity, pertinent dates and times, the name or employee number of the person receiving the information, and any other pertinent information. Documentation may be by official police report, mem orandum, or CAD incident printout. The information shall be routed to the GRADE Unit Supervisor. It shall be at the discretion of the GRADE Unit Supervisor to assign the case to an investigator or forward the complaint to the supervisor of another applicable investigative unit if it does not meet the scope of the GRADE Unit. The information may also be routed to another agency or jurisdiction if applicable . If the case or information is routed to another agency or jurisdiction, such routing shall be documented in the report or incident. SP30 4.2.2 RECORDS OF COMPLAINTS The GRADE Unit Supervisor or his/her designee shall be responsible for maintaining the record of co mplaints received. The file shall be kept on the City of Tustin computer system and accessible to all GRADE Unit Investigators. The file shall contain the following information: a) Date the complaint was received; b) Summary of the complaint including reporting party (if applicable); c) Investigator assigned to the complaint; d) Due date of the disposition of the complaint ; and e) Summary of the disposition of the complaint and any applicable case numbers. Any reports generated and routed to the Tustin Police Department Records Unit shall be maintained according to the Records Unit standards. If the case or information is routed to another agenc y or jurisdiction, such routing shall be documented in the report or incident. The outside agency/jurisdiction contact information should be recorded in the disposition summary should follow -up be needed. SP30 4.2.3 NOTIFICATIONS The GRADE Unit Superviso r shall notify the Chief of Police, via chain of command, of any high profile vice, drug or organized crime arrests or cases.
