CATEGORY DATE ADOPTED LAST REVIEW 3 1/24/2011 11/01/201 9 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES PS114 Agency and Academy Training Relationship 1 PS114 AGENCY AND ACADEMY TRAINING RELATIONSHIP PS114.1 PURPOSE AND SCOPE The purpose of this procedure is to establish guidelines and the relationship between the agency and the academy while a police recruit is representing the organization in either a full time, modular or reserve law enforcement training academy. PS114.1.1 ACCREDITATION STANDARDS This p rocedure pertains to the following CALEA Standards: 33.2.3 , 33.4.2 This procedure pertains to the following General Orders: 208.5.6 PS114.2 POST CERTIFIED ACADEMIES The Tustin Police Department uses the following California POST certified academies for basic recruit officer training: a) Orange County Sheriff’s Department Regional Training Center (Tustin) b) Golden West College Criminal Justice Training Center (Huntington Beach) Both academies conform to the guidelines and standards outlined in the POST Administrative Manual ensuring compliance with the basic course training and testing requirements. PS114.2.1 BASIC ACADEMY ASSIGNMENTS Personnel hired as a police recruit and a ssigned to attend a California POST certified law enforcement basic academy are referred to as “ police recruits,” and are not sworn peace officers. Once assigned to attend the academy, police recruits are under the direct supervision of the academy staff . The assigned recruit will be provided with an orientation handbook prior to, or at the time the academy begins. This handbook will minimally include academy expectations , rules and regulations , and physical fitness and proficiency skill requirements . The department Personnel Officer will serve as the immediate supervisor and liaison between the department and the academy. The recruit’s chain of command falls under the Professional Standards Division within the department and begins with the department Personnel Officer. PS114.2.2 DEPARTMENT TRAINING OFFICER RESPONSIBILITY It’s the responsibility of the department Personnel Officer to monitor each police recruit during the academy training process. The department Personnel Officer will periodically visit with the recruit at the training facility, ensuring that any and all training needs for the recruit are being met. PS114.2.3 TRAINING EVALUATION S During the academy training process a police recruit will receive a midterm and final academy training evaluation. It’s the responsibility of the department Personnel Officer to ensure that a representative from the Professional Standards Division, or his/her designee, be present when these evaluation s are being discussed with the recruit. PS114.2.4 ACADEMY TRAINING STA FF Members of the agency may participate as part of the academy training staff in a secondary (off - duty) employment status. While in the position, they can serve as an additional liaison between the academy and the department. Members who are part of the academy training staff shall keep the department Personnel Officer apprised of any recruit training issues. PS114.3 PRE-ACADEMY TRAINING AND ORIENTATION The department conducts and/or participates in a pre -academy training and orientation course to prepare recruit officers for the police academy when possible. The course of instruction is designed to provide a starting base of knowledge and to introduce th e recruits to the mental, physical, and psychological aspects of a law enforcement academy. The pre -academy is coordinated by the department Personnel Officer.
