PS10 6.1 PURPOSE AND SCOPE
The purpose of this procedure is to provide a statement of purpose for the Professional Standards
Division Annual Report.
PS10 6.1.1 ACCREDITATION STANDARDS
This p rocedure pertains to the following CALEA Standards: 4.2.4 , 4.2.5 , 31.2.2 , 35.1.9
This procedure pertains to the following General Orders:
PS10 6.2 JUSTIFICATION, DESCRIPTION AND PURPOSE
The Professional Standards Division Annual Report is completed at the beginning of every
calendar year. The report is authored by the Professional Standard Division Commander and
submitted via the chain of command to the Chief of Police . The report contains t he following
information:
Use of Force Reporting & Analysis - Total number of force incidents, date and time of incidents,
total number in -policy, total number outside -policy, type of force applied, and initial violation
preceding use of force. The report should also contain an analysis of that information in an
attempt to reveal patterns or trends related to race, age, and gender of subjects involved that
could be predictive or could indicate the program effectiveness, training needs, equipment
upgrade needs and/or policy modification needs. In addition, the analysis should identify trends
or patterns resulting in injury to any person, including employees. The Administrative Services
Bureau Commander shall then provide the annual report and anal ysis to the Chief of Police during
the month of January for the preceding calendar year.
Vehicle Pursuit Reporting & Analysis - Total number of pursuits, total number in -policy, total
number outside -policy, initial offense for pursuit. The report should also contain an analysis of
that information in an attempt to reveal patterns or trends that could be predictive or could indi cate
the program effectiveness, training needs, equipment upgrade needs and/or policy modification
needs. The Administrative Services Bureau Commander shall then provide the annual report and
analysis to the Chief of Police during the month of January for the preceding calendar year.
Employee Grievances Reporting & Analysis - Total number of grievances and a breakdown of
the general nature of the grievances. The report should also contain an analysis of that
information in an attempt to reveal patterns or trends that could be predictive or could indicate the
program effectiveness, training needs, equipment upgrade needs and/or policy modification
needs. The Administrative Services Bureau Commander shall then provide the annual report and
analysis to the Chi ef of Police during the month of January for the preceding calendar year.

PS106 - Professional Standards Annual Report 2 Assault on Sworn Officer s – A review of all assaults on law enforcement officers will be
completed annually. The review will determine trends or patterns with recommendations to
enhance officer safety, revise policy and procedures, or address training issues.
Traffic Collision Reporting - Total number of employees involved on -duty traffic accidents, total
number preventable, total number not -preventable, cause or P.C.F. of preventable accidents.
Administrative Investigations – A statistical summary of total number of investigations, total
number of citizen complaints, total number of internally generated complaints, total number of:
sustained, not sustained, unfounded, exo nerated, and withdrawn.
Personnel Reporting - Total number of employees hired and the positions filled.
Training Reporting - Topical information regarding our training program.
Crime Prevention Reporting & Evaluation - Statistical data related to the number of community
programs our Community Relations officers participated in such as: Neighborhood Watch
Meetings, “Project Think About It” school programs, crime prevention presentations etc. The
report should also cont ain an evaluation to determine the effectiveness of the crime prevention
program. The evaluation should determine which aspects of the program should be continued,
discontinued or if new material should be implemented.
Personnel Early Warning System (PEWS ) – The Personnel Early Warning System is a pro -
active, non -disciplinary program designed to identify and positively influence conduct or
performance -related problems exhibited by individual employees. An annual evaluation of the
PEWS will include reportin g of uses, results of application of intervention techniques ,
recommendations for modifications to the program , and justification for the continuance of the
PEWS .
Specialty Assignments – A review of specialty assignment positions within the department. The
review shall include recommendations to continue, modify, or discontinue each of the listed
assignments and the justification for any changes based on the original purpose and need for the
specialty assignment.
Bias Based Policing – A review of Bias B ased Policing will be completed annually. T he review
will cover the Department’s effort s to prevent bias based profiling and provide an overview,
including public concerns, to the Chief of Police. This overview shall not contain any identifying
information regarding any specific complaint, citizen or officer. It should include an overview of
any training conducted during the year related to bias based policing. Training should include field
contacts, traffic stops, search issues, asset seizure and forfeitu re, interview techniques, cultural
diversity, discrimination, and community support.
