CATEGORY DATE ADOPTED LAST REVIEW 2 01/24/2011 01/01/2019 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES CP900 - Crime Analysis Unit 1 CP900 CRIME ANALYSIS UNIT CP900 .1 PURPOSE AND SCOPE The purpose of this procedure is to describe the process for data collection, analysis , recurring report generation and dissemination of products to the agency’s chief executive officer, area commanders, investigati ve units and patrol. CP900 .1.2 ACCREDITATION STANDARDS This procedure pertains to the following CALEA Standards: 12.1.4 , 15.3.1 , 40.1.1 , 40.2.2 This procedure relates to the following General Orders: §609 CP900 .2 DATA COLLECTION Data sources are noted in GO 609.2. The collection of data primarily occurs through usage of Crystal Reports and products managed by outside agencies. CP900 .2.2 CRYSTAL REPORTS Crystal Reports directly connects to the West Covina RMS and CAD system. It is utilized to review calls for service and crime reports, as well as weekly stats for bulletins. CP900 .2.3 OUTSIDE SOURCES Parole LEADS provides the latest parole information. It is utilized to determine who is on parole in the City of Tustin, who will be getting out of jail ( Pre-Parole status ), who is wanted ( PAL warrants ), who is back in custody for a parole violation, who has been depo rted, and who has been discharged from parole for one year . ELETE is used to access CLETS information, which includes DMV records, criminal history and warrant information for subject s involved in criminal investigations. COPLINK houses data from all Orange County agencies, including crime reports, contact information and citations . There are also nodes for access to Los Angeles Police Department, Los Angeles County Sheriff’s Department, San Diego County, as well as data from Oregon and Arizona agenc ies. CLEAR and TLO are public database s, which search credit bureaus, utility services and DMV records for subjects involved in a criminal investigation . It provides the most current addresses, phone numbers , and relatives, as reported to the credit age ncies. CATEGORY DATE ADOPTED LAST REVIEW 2 01/24/2011 01/01/2019 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES CP900 - Crime Analysis Unit 2 Social Media searches, including Facebook, Twitter, and Instagram, are additional resources the department can utilize as investigative tools. CP900 .3 ANALYSIS Once the data is collected, it will be analyzed prior to dissemination. CP900 .3.1 THRESHOLD ANALYSIS Using historical data, a “normal range” is determined for a given crime type and geographic area. Current data is compared to the normal range to determine “hot spots .” For the purposes of threshold analysis, t he City of Tustin is broke n up into 13 regions based on geography and land use. Using three years of historical data, placing a higher weight on the most recent year, this Access database creates a normal range for each crime type and region . It compares the current crime stats a gainst the range and uses a Z -Score calculation (the number of standard deviations from “normal”) to identify problem areas. A Z -Score of 1.5 or higher may indicate a problem in a given area, as compared to the same time period in the historical data. A Z-Score of -1.5 or lower indicates a reduction in crime, which can be reviewed for positive changes in that area which may be replicated in other parts of the City. CP900 .3.2 TEMPORAL ANALYSIS Temporal analysis is the time analysis in crime trends and se ries. This is most effective in a crime series, as it can be used for forecasting future events. Temporal analysis includes day of week, time of day and temporal topography. Day of week analysis looks at the most common day or days a crime is occurring. Ti me of day analysis looks at the recurring period of time a given crime is occurring . Temporal topography creates a day/time point for each crime, using the midpoint of the range and overlays each point in the crime set on a 7 day -24 hour graph. As the poi nts overlap each other, the color on the graph changes and develops into hot spots of the most common day and time crime is occurring . CP900 .3.3 CASE LINKAGE With an emerging series, it is important to link the appropriate cases to a series. Using time, location and unique offender behavior, we can accurately link cases to a single offender. Accurate case linkage is especially important with temporal analysis and forecasting future events. CP900 .4 RECURRING REPORT GENERATION Recurring reports are distributed to appropriate units in the agency. CP900 .4.1 DAILY VIRTUAL BRIEFING The Crime Analyst monitor s the calls for service on a daily basis. New Part 1 crime reports are added to the Virtual Briefing .
