CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 2 5/30/2018 05/01/201 9 05/01/2020 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES CP800 – Naloxone Program 1 CP800 NALOXONE PROGRAM CP800.1 PURPOSE AND SCOPE Nationally there has been an increase in the number opioid related calls requiring law enforcement’s response. Frequently these calls involve subjects who have either purposely or accidently overdosed due to misuse of opioids. Naloxone is a medication designed to reverse opioid overdose. First responders have been using Naloxone with great success . Tustin Police Department personnel are frequently the first responders to a person who is experiencing or suspected of experiencing an opioid -related overdose. The purpose of this program is to establish procedures to govern an “Overdose Prevention Program” through the deployment of Naloxo ne Hydrochloride by Tustin Police Department personnel. The objective is to reduce injuries and fatalities resulting from opioid overdoses in the instances where emergency medical personnel have not yet arrived. CP800.1.1 ACCREDITATION STANDARDS This Procedure pertains to the following CALEA Standards: 41.3.2 This Procedure pertains to the following General Orders: N/A CP800.2 USE OF NALOXONE Tustin Police Department Officers shall be trained to administer Naloxone Hydrochloride in accordance with mandated training guidelines as determined and established by the Orange County Health Care Agency/Emergency Medical Services (HCA/EMS) pursuant to Health & Safety Code 1797.197 and California Civil Code 1714.22. a) Officers in patrol who are trained in accordance with mandated training guidelines should deploy with Naloxone Hydrochloride kits in the field; however, the Officer will retain the discretion to administer or not administer Naloxone Hydrochloride to person s experiencing or suspected of experiencing opioid -related overdoses. There is no legal obligation to administer Naloxone Hydrochloride. b) Officers who administer Naloxone Hydrochloride are protected from civil and criminal liability if they “act with reaso nable care” and “in good faith”. This is accomplished by administering Naloxone Hydrochloride according to established training protocol. CP800.3 TRAINING Officers shall not administer Naloxone Hydrochloride without completing mandated training by HCA/ EMS. All Officers will receive training that will include, but not be limited to, an overview of California Civil Code 1714.22, patient assessment (signs/symptomology of overdoses), universal precautions, rescue breathing, seeking medical attention for th e patient, and the use of intra -nasal Naloxone Hydrochloride. Officers will receive training as deemed appropriate by HCA/EMS. CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 2 5/30/2018 05/01/201 9 05/01/2020 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES CP800 – Naloxone Program 2 Tustin Police Department first aid staff will be responsible for follow up and annual training regarding Naloxone usage . This will be included as part of regular scheduled first aid/CPR training and will be provided by trained Tustin Police Department first aid staff members. CP800.4 NALOXONE HYDROCHLORIDE DEPLOYMENT The Tustin Police Department will deploy Naloxone Hydrochlo ride kits in patrol and/or any other location as deemed appropriate by the Chief of Police or his/her designee. a) Kits designated for field deployment by patrol officers will be stored in the Patrol Equipment room in the downstairs parking structure. b) Patrol officers wishi ng to deploy a Naloxone kit will check the kit out at the beginning of their shift and return it at the end of their shift. The kits will be logged in and out on the computer in the equipment room in the same manner as an E -ticket writer . c) The kits are heat sensitive and must be kept in the passenger area of the patrol car during the course of the officer’s shift . Naloxone kits shall not be kept in the patrol vehicle for extended periods of time or any other area that is not temperature contro lled. d) Naloxone Hydrochloride kits will also be stored in the custody facility, the Watch Commander’s office, and the evidence booking area to be deployed at the discretion of on-duty personnel. e) Additional supplies of Naloxone will be kept in the Property Unit for replenishment of the kits. CP800.5 NALOXONE HYDROCHLORIDE USE Officers who have completed the mandated Naloxone Hydrochloride training by HCA/EMS are authorized to administer Naloxone Hydrochloride when they reasonably believe someone is experi encing an opioid -related overdose . Personnel will treat the incident as a medical emergency and follow these steps when performing this intervention: 1) Confirm emergency personnel are responding 2) Maintain universal precautions 3) Perform patient assessment 4) Dete rmine unresponsiveness 5) Update dispatch of potential overdose state 6) Follow Naloxone Hydrochloride protocol 7) Immediately notify responding emergency medical personnel
