CATEGORY DATE ADOPTED LAST REVIE W 3 1/24/2011 07/30/24 TUSTIN POLICE DEPARTMENT STANDARD OPERATING PROCEDURES CP120 - Planning and Research 1 CP120 PLANNING AND RESEARCH CP120 .1 PURPOSE AND SCOPE This procedure establishes the guidelines for planning and research activities. Planning and research activities include: a) Development and tracking of department policies, procedures, rules and regulations ; b) Measuring performance and reporting progress against goals and objectives ; c) Anticipating future demands for service and estimating the impact of city revenue on police services ; d) Providing clear and insightful research and analysis to support planning and operational decisions and actions ; e) Identifying operational alternatives and planning future programs. f) Research and analysis should provide a clear, comprehensive and up -to-date framework to plan police operations. CP120 .1.2 ACCREDITATION STANDARDS This procedure pertains to the following CALEA standards: 15.1.1 , 15.1.2, 15.1.3 , 15.2.1 , 15.2.2 , 15.3.1, 45.2.4, 45.2.5 This procedure pertains to the following General Orders: §106, §609 CP120 .2 PLANNING AND RESEARCH ACTIVITIES The Bureau Commanders will coordinate department -wide planning and research efforts with Division Commanders and other staff. Each Division Commander, under the direction of the Bureau Commanders, as part of the planning and research function, has responsibility for the following objectives and functions : a) Developing and implementing plans to improve the delivery of law enforcement services in the community a nd further the long -term goals and operational objectives of the department. b) Reviewing existing agency plans to evaluate their suitability, identify their deficiencies, and, if necessary, update or recommend improvements. c) Gathering and organizing informati on necessary for agency planning, to include workload and population trends. The Crime Analyst should disseminate these reports to the departmen t’s Command Staff and other employees for use in developing and recommending plans and operations for the agency. The Division Commanders report directly to the Bureau Commanders and the Crime Analyst reports to the Special Operations Commander. The Personnel and Investigations Bureau Commander is responsible for this function and has ready access to the Chief of Police . CP120 .4 REGIONAL PLANNING EFFORTS Regional Planning is critical to the organizations’ participation in a regional coordinated plannin g effort. The Department works with the following associations and organizations in establis hing a regional planning effort: a) California Police Officers Association (CPOA) ; b) California Chiefs of Police Association (CPCA) ; c) Orange County Training Managers Association (OCTMA) ; d) Neighborhood and Business Watch Groups ; e) Integrated Law and Justice Group (ILJ) ; f) Regional Narcotics Suppression Program (RNSP) ; g) Orange County Auto Theft Task Force (OCATT) ; h) County Wide Mutual Aid Committee . CP120 .5 FIVE YEAR STRATEGIC PLAN The Personnel and Investigations Bureau Commander, working with the employees throughout the department, should develop and implement a five -year strategic plan which is reviewed and updated annually. The plan should include Mission, Vi sion, Values, long -term goals and operational objectives. CP120 .6 ANNUAL GOALS The Bureau Commanders along with their respective Division Commanders meet at the conclusion of the year to assess whether or not goal objectives for the year were met. The Crime Analysis Unit provides the data from which they work. Assessments are made and a final report to the Chief of Police is authored by the Administrati on Division Commander on the attainment of goals. This report contains the goals for the year in ques tion, whether or not they were met, why or why not and suggestions for attaining the goals in the future. The plan should also include goals and objectives for each division and is made available to all personnel. Division Commanders are responsible for fo rmulating plans and accomplishing the goals and objectives for their respective units. This dat a is analyzed by the Crime Analysis Unit. Utilization of the Crystal Reports system is designed to accomplish the following objectives: a) Provide data for the Crime Analysis Unit to analyze pertinent department information ; b) The information is given to the Division Commanders who discuss it at meetings ; c) Operational plans are developed regarding criminal activities, quality of life issues and other operational concerns on an ongoing basis .
