AD 11 2 – Chief’s Employee Forum 1 AD11 2 CHIEF’S EMPLOYEE FORUM
AD11 2.1 PURPOSE AND SCOPE
It is the policy of the Tustin Police Department to recognize that employee involvement and
appreciation have a positive impact on produ ctivity and morale. Thus, the department’s Chief’s
Employee Forum actively seeks line -level employee involvement, both sworn and civilian status.
The purpose of this policy is to es tablish the Chief ’s Employee Forum objectives, structure a nd
function. Since its ince ption in September 2007, the Chief’s Employee Forum has had great
participation, feedback, and many successful ideas and changes implemented. The forum was
designed to allow line -level employees’ access to the Chief of Police t o discuss areas of interests
and/or concerns.

AD11 2.1.3 MISSION STATEMENT
The Tustin Police Department is committed to the philosophy of free verbal communication among
employees. To that end, the mission of the Chief’s Employee Forum is to strive for excellence
through the effective and efficient use of resources, and promote teamwork an d the empowerment
of employees at all levels.
AD11 2.2 GUIDELINES FOR THE CHIEF’S EMPLOYEE FORUM
The subsequent guidelines establish procedures for communication, coordination, and
cooperation among all agency functions and personnel . The following guidelines will be used in
formation and activities of the forum :
1) Give line -level personnel, both sworn and civilian, a chance to influence the course of
changes being made to a direction more consistent with their needs.
2) Improve communication between bur eaus b y cross -bureau membership on the forum.
3) Allow staff the opportunity to use the forum to deal with certain departmental problems not
subject to policy or General Orders.
4) Allow for a formalized method to ensure line -level personnel input in the decision -making
process .
5) To initiate, review and make recommendations on a variety of logistical and procedural
issues that directly impact line -level personnel, both sworn and civilian.
6) To prepare and submit recommendations to the Chief of Police.

AD 11 2 – Chief’s Employee Forum 2 AD11 2.3 MEMBERSHIP
The goal is to have a volunteer from each unit in order to get full representation from all line -level
positions. The meetings will occur bi -monthly in the briefing room, and overtime and/or schedule
adjustment will be allowed for members par ticipating in the forum. All interested personnel should
forward a Letter of Interest to the Administrative Services Bureau Commander.
The members selected for the forum will serve a 24 -month term . Members may serve a
consecutive term on the forum if the y wish and if they are re -selected for an additional term. In
the event that a Chief’s Employee Forum member is transferred or promoted, a replacement will
be selected to complete the incumbent’s term.
AD11 2.4 SELECTION OF ISSUES AND AGENDA DEVELOPMENT
The agenda for meetings will include any issues, concerns or problems presented by any Chief’s
Employee Forum member. Forum members wishing to present issues for discussion shall notify
the Administrative Services Bureau Commander in advance to have the issue placed on the
agenda. Forum members should ensure they are checking with their respective unit members
for anything to address prior to the next meeting. If a member presents thoughts or ideas in the
meeting to the forum and the Chief of Police, th e next meeting should include a follow -up as the
status of the idea . The discussions should center on problem -solving and be solution -oriented.
In summary, the Chief’s Employee Forum has great potential for providing very significant input
on many organiz ational issues. Department members who participate can be assured that the
work they do will impact the working conditions, equipment purchase, and a variety of other
important issues for all members of the department.
