AD100 - Procedures Manual 1 AD100 PROCEDURES MANUAL
AD100.1 PURPOSE AND SCOPE
The Procedures Manual of the Tustin Police Department is hereby established and shall be
referred to as “The Procedures Manual.” This Procedures Manual is designed to work in concert
with the Tustin Police Department General Orders Manual. In some cases, the General Orders
Manual refers to the Procedures Manual regarding details of operation. The Procedures Manual
contains written desc riptions of processes we employ. This is a living document and should be
updated as we improve our processes. Where a unit, position or individual is designated as
having responsibility to perform a task, that designee is accountable for maintaining curren t
procedures and keeping the Procedures Manual up to date and current unless officially relieved
of that duty.
Except where otherwise expressly stated, the provisions of this manual are considered as
guidelines. It is recognized that police work is not al ways predictable and circumstances may
arise which warrant departure from these guidelines. It is the intent of this manual to be viewed
from an objective standard, taking into consideration the sound discretion entrusted to members
of this department und er the circumstances reasonably available at the time of any incident.

AD100 .2 RESPONSIBI LITIES
The ultimate responsibility for the contents of the manual rests with the Chief of Police. Since it
is not practical for the Chief of Police to prepare and maintain the manual, the following
delegations have been made:
AD100 .2.1 CHIEF OF POLICE
The Chief of Police shall be considered the ultimate authority for the provisions of this manual
and he/she or his/her designee shall continue to issue updates which shall modify provisions of
the manual to which they pertain. Updates will be issued as soon as staff recommends the
changes and the Accreditation Manager will be responsible for applying the updates to the
Intranet version of the Manual.
AD100 .2.2 STAFF
Staff shall consist of the following:

b) The Commander from each Bureau
The staff shall review all recommendations regarding proposed changes to the manual at staff
meetings.
AD100.2.3 OTHER PERSONNEL
All Department employees suggesting new procedures for inclusion to the Procedures Manual
shall forward their suggestion, in writ ing, to their Bureau Commander, via the chain of
command, who will consider the recommendation and forward to staff.
AD100.3 FORMATTING CONVENTIONS FOR THE PROCEDURES
MANUAL
The purpose of this section is to provide consistency in this manual. Staff sh ould review edited
or newly adopted procedures with these conventions in mind.

b) Location of Accreditation Standard references in each procedure ;
c) Location of ENACTED subsections for each procedure .
AD100 .3.1 DEFINITIONS
The following words and terms shall have these assigned meanings, unless it is apparent from
the content that they have a different meaning:
Adult – Shall mean any person 18 years of age or older .
CHP – Shall refer to the California Highway Patrol .
OCSD – Shall refer to the Orange County Sheriff’s Department .
City – Shall refer to the City of Tustin .
Civilian – Any employee, not serving in a sworn capacity.
Department/TPD – Shall refer to the Tustin Poli ce Department .
DMV – Shall refer to the Department of Motor Vehicles .
Employee/Personnel – Shall refer to any person employed by the Department .
Juvenile – Shall mean any person under the age of 18 years .
GO Manual – Shall refer to the Tustin Police Department General Orders Manual .
Member – A term applied to all persons who are employed by the Police Department and shall
include sworn officers and civilian employees. This includes all Auxiliary Units .

AD100 - Procedures Manual 3 Officer/Sworn – Applies to those employees, regardless of rank, who are sworn employees of
the Tustin Police Department.
On Duty – Employee status during the period when he/she is actually engaged in the
performance of his/her assigned duties.
Order – An instruction, w ritten or verbal, issued by a superior .
POST – Shall refer to the California Commission on Peace Officer Standards and Training .
Rank – Shall mean the title of the classification held by an officer or employee .
Shall – Indicates a mandatory action.
Should (or may) – Indicates a permissive or discretionary action .
