WELCOME !
Welcome to the Tustin Police Department Property & Evidence Specialist ’s Training
Program. This training program is a structured six (6) -phase program period which will
systematically walk you throug h the necessary elements of this position. The training period
has been designed to be completed within an established time frame with allowances for
the learning ability of the individual trainee.
The first phase of training will consist of an orientation period that will allow the trai nee to
become familiar with the City of Tustin and the Police Department. The trainee will meet
with Human Resources personnel during this time. The trainee will become familiar with all
the basic computer programs , and the telephone system. Additionally, the trainee will
participate in a variety of sit -alongs and ride-along s with the respective units at Tustin Police
Department.
During the second phase, the trainee will begin learning the basics of RMS (Records
Management System) . The trainee will be in troduced to the procedures for booking
property and evidence and will utilize the RMS to learn how to update property entries and
basic data entry procedures . The trainee will also learn the proper way of packaging
evidence and ensuring the officer has pa ckaged the item correctly; prior to booking the item
into the Property & Evidence Unit.
In the third phase the trainee will learn the computer programs used by the Property &
Evidence Unit , and focus on the RMS property system. The trainee will learn how to use
the Laserfiche system in which you are able to review all reports. The trainee will also learn
the various miscellaneous duties required in Property such as filling supply requests,
restocking Briefing and Report Writing Room, asset forfeiture p rocedures, depositing funds
into the general fund, processing department invoices, completing your payroll, processing
purchase orders, ordering supplies, completing uniform requisitions, check requests , taking
evidence to the Orange County Crime Lab and p icking up evidence ; copying DVD’s, CD’s,
audio tapes and scanning documents into the Laserfiche system.
The fourth phase of training will focus on preparing disposition packages that are sent to the
respective divisions so that property can be destroyed , donated, returned to the owner, kept
for department use or sent out for auction. This requires accessing the Court Management
System if a disposition from court has not been received. The trainee will learn all the
necessary steps to ensure all informa tion is contained in this packet prior to sending it to the
division supervisor for approval . During this phase the trainee will also learn the procedures
for bicycle donations and also items that are sent to auction.
The fifth phase of training will b e phone and counter protocol. All aspects of handling phone
calls and releasing property at the front counter will be discussed and applied. In addition,
the trainee will learn how to process discovery requests for duplication of evidence.
PROPERTY WORKBOOK 3 The last phase is an evaluation phase for the trainee. The trainee will be responsible for
handling all the above tasks in an efficient and timely manner and will be rated on their
retention of all the information given during the training period.
It is important tha t you retain all the information presented to you in your training and the
ability to multi -task is essential . With the successful completion of each phase you will
move to the next phase.
Your training will be evaluated on a daily basis, and upon the su ccessful completion of all
training phases, you will be assigned to a working Property shift, based on departmental
needs .

EXPLANATION OF TRAINING TERMS
CRITICAL TASK
A list of defined areas that is critical in the performance of a Property & Evidence
Technician’s duties. All areas must be mastered before a trainee is considered qualified to
be released from training.
DAILY EVALUATION
A document detailing the daily performance of a trainee in specific categorized areas of
training . This document is designed so the trainee receives daily feedback on their
performan ce and accomplishments. It will also document and needs of concern or areas of
improvements.
PERFORMANCE ANCHORS
A description of each category in which a trainee is to be evaluated. Each category is
broken into specific alphabetical descriptions explaining performance expectations. A
trainee gets marks on the daily evaluation that coincides with the described anchor.
PHASED T RAINING
A period of time set for training in the responsibilities of each Property & Evidence
Technician’s function. There are many tasks and responsibilities to be learned and each
accomplishment will be documented accordingly.
REMEDIATION
An ongoi ng specific process to improve an identified deficiency.
REPHASING
If necessary ; a set period of time to correct any deficiencies.
WORKSHEET
A contract between the trainer and trainee which specifies an area of weakness and
prescribes a method for imp rovement which the trainee is required to complete by a
specified date.
