BASIC COURSE
Time Allotted: 18 hours of instruction
Target Group: Sworn Tustin Police Officers, including Reserve Officers,
who will qualify and carry it on duty in the scope of their
employment.
Instructors: Tustin PD Firearms Training Unit staff who are P.O.S.T.
certified rifle instructors.
Purpose: This sequence of instruction is designed to administer a
program that focuses on basic techniques coinciding with
functional and operation skills necessary to deploy the
patrol ri fle during a tactical situation.
Emphasis is placed on operational needs of individuals by
developing essential weapons handling skills that will
increase each student’s proficiency. This course will
present technical material and operational techniques for
patrol rifle drills and shootin g techniques intended for law
enforcement.
Goal s: To provide students with the information and hands -on
experience needed to effectively use a rifle. Student
achievement of specialized objectives will result in
certification as a Patrol Rifle Operator.
Successful completion of this course satisfies the
legislative training mandate to possess short
barrel rifles as specified in Penal Code section
33220(b) and the Commission training

requirement to possess long barrel rifles as
specified in Commission R egulation 1081.
Training Facilities: West minster Police Department indoor shooting range and
Safety Training Center. This is a 10 lane 25-yard tactical
range. The environment can be used in a traditional firing
line configuration or modified with movable partitions or
other obstacles encountered in the field. The range offers
vehicle access to complement tactical scenarios. This
facility has state -of-the-art heating, ventilating and air
conditioning. This facility also features the Action Target
deceler ation bullet trap and adjustable lighting to allow for
nighttime shooting conditions . The facility contains a
classroom with s eating for 32. This room is equipped with
state of the art audio and video equipment so staff can
conduct their training. It also has t wo 75” wall mounted
televisions to provide additional viewing. There is a 4,000
square foot “ Simunition Room” that can be built out to
facilitate tactical scenario training using Simunition
weapons. Participants will be introduced to a variety of
obstacles to tactically master and hone their skills while
being exposed to realistic “suspect” threats. Variable
lighting settings are available to mimic field conditions.
Mike Raahauge's public outdoor shooting range in Corona,
Ca. T his public range has private bays for pistol and rifle,
including bays from 25 -yards to 100-yards. The private
bays are built up with dirt and wood for ultimate safety. It
also has a 30-station sporting clays course.
Objectives: At the conclusion of this course, the student will understand and
demonstrate the following:
The Four Cardinal Rules of Firearm Safety .
Be provided with and demonstrate understanding of the agency policy regarding the
use of firearms .
The ability to properly load, unload, and fire the weapon a nd to clear malfunctions
that might occur with the weapon.
Exhibit proficiency by firing a satisfactory score on the Basic Urban Rifle
Qualification Course.

The ability to apply correct techniques of rifle marksmanship when functioning as an
individual or as part of a unit from the prone, kneeling, standing and barricade
positions.
The skills necessary to disassemble, clean , and assemble the patrol rifle.
