CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 07/01/20 22 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _______________________ 1052 - Department Badges 1 POLICY 1052 DEPARTMENT BADGES 1052.1 PURPOSE AND SCOPE The Tustin Police Department badge and uniform patch , as well as the likeness of these items and the name of the Tustin Police Department , are property of the department and their use shall be restr icted as set forth in this policy. This policy details the issue, use, and display of department badges by department employees, current and retired. 1052.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA Standards: 17.5.2, 22.2.7 This section pertains to the following Standard Operating Procedure: AD200 1052.2 POLICY The uniform badge shall be issued to department members as a symbol of authority . The use and display of departmental badges shall be in strict compliance with this policy. Only authorized badges issued by this department shall be displayed, carried or worn by members while on duty or otherwise acting in an official or authorized capacity. 1052.2.1 DESCRIPTION The badge shall be a silver and gold shield and sh all denote rank in arched writing across the top. The word “TUSTIN” shall appear in a rocker below the rank and above the Tustin City seal. The word “POLICE” will appear in an inverted rocker below the City seal and the employee’s badge number will appear at the bottom of the badge. 1052. 2.2 SWORN PERSONNEL Upon completion of the respective training program , the department will purchase a dome badge for each newly hired , transferred or promoted sworn employee which will include their title and P# for all of the following positions: a) Chief b) Deputy Chief c) Captain d) Lieutenant e) Master Sergeant f) Detective Sergeant g) Sergeant h) Master Reserve Officer i) Detective j) Police Officer k) Reserve Officer CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 07/01/20 22 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _______________________ 1052 - Department Badges 2 Sergeants and above will receive a personalized flat badge with the respec tive title on it and have their P# inscribed . The department will pay for the purchase of these flat badges. 1052.2.3 CIVILIAN PERSONNEL Upon completion of the respective training program , the department will purchase a dome badge for each newly hired , transferred or promoted civilian employee which will include their title and P# for all of the following positions: a) Civilian Commander b) Support Services Division Manager c) Support Services Division Supervisor d) Communications Lead e) Communications Officer f) Crime Analyst g) Emergency Management Coordinator h) Fleet Coordinator i) Investigator j) Management Analyst k) Management Assistant l) Police Records Lead m) Police Records Specialist n) Police Services Officer o) Property & Evidence Specialist Badges and departmental identificati on cards issued to civilian personnel shall be clearly marked to reflect the position of the assigned employee (e.g. Police Services Officer, Communications Officer). a) Civilian personnel shall not display any department badge except as a part of his/her uniform and while on duty, or otherwise acting in an official and authorized capacity. b) Civilian personnel shall not display any department badge or represent him/her, on or off - duty, in such a manner which would cause a reasonable person to believe that he/s he is a sworn peace officer. 1052. 3 FLAT BADGE Sworn officers and civilian investigators , with the written approval of the Chief of Police or his/her designee , may request a scroll flat badge capable of being carried in a wallet. The use of the flat badg e is subject to all the same provisions of departmental policy as the uniform badge. a) Should the flat badge become lost, damaged, or otherwise removed from the officer’s control, he/she shall make the proper notifications necessary for department owned property. b) An honorably retired police officer may retain his/her personalized flat badge upon retirement for use in a shadow box or other appropriate permanent display. c) The purchase, carrying, or display of a flat badge is only authorized for sworn employe es and on -duty civilian Police Services Officers assigned to the Criminal Investigations Unit . CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 07/01/20 22 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _______________________ 1052 - Department Badges 3 d) A valid department issued identification card shall be carried with a flat badge at all times. e) If an employee below the rank of sergeant requests a personalized flat badge, it will be at his/her expense. 1052. 4 LATERAL ASSIGNMENTS Sworn officers who rotate into the Criminal Investigations Unit , and those assigned as a Detective within the GRADE Unit, will be issued a Detective dome badge with their P# on it. If the employee desires a personalized flat badge with their P# on it, the employee must complete a “Private Purchase of Police Badge” form
