1048 - Polic e Cadets 1 POLICY 1048 POLICE CADETS
1048.1 PURPOSE AND SCOPE
Cadet is a part -time, civilian position within the Police Department. Cadets work under direct
supervision, perform ing a variety of routine and progressively more advanced tasks in an
apprenticeship pro gram designed to prepare them for a career in law enforcement.
1048.1.1 ACCREDITATION STANDARDS
This section pertains to the following CALEA Standards: 16.4.1, 16.4.2, 16.4.3
1048.2 EDUCATION REQUIREMENTS
Cadets are required to maintain a minimum g rade point average of 2.0 ("C" grade) for all courses
taken. Cadets shall c omplete a minimum of six (6) semester units of college course work per
semester .
1048.3 PROGRAM COORDINATOR
The Professional Standards Division Supervisor will serve as the Program Coordinato r. This
supervisor will be responsible for tracking the educational and job performance of Cadets , as well
as making their individual assignments throughout the department. He/she will also monitor the
training provided for all Cadets and review all decisi ons affecting job assignments, status for
compensation, school attendance , and performance evaluations.
1048.3.1 PROGRAM ADVISOR
Reporting to the Pr ogram Coordinator , the Cadet Advisor will be the department’s Personnel
Officer. The Cadet Advisor will serve as a mentor for each cadet. Cadets will bring special
requests, concerns, and suggestions to the Cadet Advisor for a dvice or direction before
contacting the Program Coordinator. The Cadet Advisor also serves as the Coordinator’s
assistant to lead sche duled meetings and training sessions involving the cadets. Multiple cadets
will be assigned to the Cadet A dvisor. The Cadet A dvisor is not intended to circumvent the
established chain of command. Any issues with a cadet’s performance should be referred bac k to
the Program Coordinator.
1048.4 ORIENTATION AND TRAINING
Newly hired Cadets will receive an orientation of the organization and facilities before reporting to
their first assignment. On -the-job training will be conducted in compliance with the Cade t Training
Manual. Training sessions will be scheduled as needed to train Cadets for as many assignments
as possible. In addition to job specific training, information will be offered to prepare Cadets to
compete successfully in the police officer selectio n process, as well as the academy training ,
and/or to compete successfully for a civilian police position . All training will focus on improving job

1048 - Polic e Cadets 2 performance, as well as preparation to become full-time regular employees. These meetings will
also offer an opportunity to receive continuous feedback regarding progress of the program.
1048.5 CADET UNIFORMS
Each Cadet will be provided two uniforms meeting the specifications described in the Uniform
Manual for civilian employees.
1048.6 ROTATION OF ASSIGN MENTS
Rotating job assignments should occur on a regular basis to enhance the career development for
each Cadet. Department needs and concerns will take precedence over individual considerations
with the final decision resting with the Professional Standar ds Division Supervisor. In general,
senior Cadets will be assigned to positions requiring more technical skill or responsibility, as well
as serving to train Cadets for new assignments or those newly hired.
1048.7 RIDE -ALONG PROCEDURES
All Cadets are au thorized to participate in the Ride -Along Program as approved by their
immediate supervisor and/or the appropriate Watch Commander. A signed Cadet Ride -Along
Program waiver must be on file in the Cadet’s personnel file. Cadets shall wear their uniform
while participating in on -duty ride -a-longs. Approved off -duty ride -a-longs will be conducted in
civilian attire.
1048.8 PERFORMANCE EVALUATIONS
Performance evaluations for all Cadets shall be completed in accordance with established
departmental guidelines .
