CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 09/01/201 8 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _________ ________ _____ __________ _____________ ____ 1004 - Promotional and Specialty Assignment Transfer Policy 1 POLICY 1004 PROMOTIONAL AND SPECIALTY ASSIGNMENT TRANSFER POLICY 1004.1 PURPOSE AND SCOPE The purpose of this policy is to establish required processes which value consistency and fairness when administering promotional processes and/or specialized ass ignment transfers within the Tustin Police Department. 1004.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA Standards: 11.5.1 , 16.2.1, 16.2.2, 16.2.3, 34.1.1 , 34.1.2 , 34.1.3 , 34.1.4 , 34.1.5 , 34.1.6 , 41.1.5 . This section pertains to the following Standard Operating Procedures: PS104 1004.2 GENERAL REQUIREMENTS The following conditions will be used in evaluating employees for promotion and transfer: a) Present a professional, neat appearance ; b) Maintains a physical condition which aids in their performance ; c) Demonstrates the following traits : 1. Emotional stability and maturity ; 2. Stress tolerance ; 3. Sound judgment and decision making ; 4. Personal integrity and ethical conduct; 5. Leadership ; 6. Initiative ; 7. Adaptability and flexibility; 8. Ability to conform to organizational goals and objectives in a positive manner . Promotion and transfer processes are often unique due to the nature of the position and the job requirements will vary. Job classification information can be located on the City Intranet. 1004.3 PROMOTIONAL SELECTION PROCESS Promotional opportunities within the Police Department require a formal application and testing process which is administered by the Human Resources Department with the assistance of the Professional Standards Division . A request to open a promotional testing process is forwarded to the Human Resources Department who will produce a promotional job flyer and announcement outlining the application requirements and submission dates. A memo announcing the opening will be distributed to all eligible employees . The posting will be for no less than two weeks and should include the title, duties and minimum qualifications of the CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 09/01/201 8 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _________ ________ _____ __________ _____________ ____ 1004 - Promotional and Specialty Assignment Transfer Policy 2 positions. Care should be given to notify eligible employees who are on leave and would be availabl e at the time of appointment. The Chief of Police may make a determination to open a promotional recruitment to include eligible candidates outside the members of the Department. The following steps serve as a guideline : a) City Application ; b) Supplemental Writing Assignment (if applicable) ; c) Written Test ( if applicable ); d) Staff Review and Input ; e) Oral Interview(s) ; f) Production of Eligibility List by Human Resources Department . Qualified candidates will be listed in alphabetical order. 1004.3.1 JOB-RELATED TES TS The testing and measurement process for promotions shall only consider issues that are job - related. 1004.3. 2 FINAL PROMOTIONAL SELECTION The Chief of Police has the ″Rule of the List ″ and may select any eligible candidate on the list. If three (3) or more eligible candidates exist at the end of the process and the fil ling of the vacancy or vacancies, a list may be established for a period of one year. The Chief of Police may extend the eligibility of the list an additional two (2) six (6) months wit h written notice to the Human Resources Department. 1004.3.3 PROMOTIONAL PROCESS MATERIALS All application, testing, and interview documents related to formal promotional processes are retained or destroyed by the Human Resources Department. 1004.4 TRANSFER SELECTION PROCESS The transfer selection processes for both supervisory and line positions are conducted in -house, normally without the involvement of the Human Resources Department. 1004. 4.1 DESIRABLE QUALIFICATIONS The following qualifications should be consider ed for transfer or assignment to supervisory and line positions : a) Requisite years experience ; b) Off probation by time of application ; c) Has shown an expressed interest in the position applied for ; d) Education, training and demonstrated abiliti es in related areas; such as, enforcement activities, investigative techniques, report writing, public relations, etc. ; CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 09/01/201 8 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _________ ________ _____ __________ _____________ ____ 1004 - Promotional and Specialty Assignment Transfer Policy 3 e) Has completed or has the ability to complete any training required by POST or law . 1004.4. 2 SELECTION OF CANINE HANDLERS The followin g are the minimum qualifications for the assignment of canine handler: a) Have a “Meets Standard ” or better evaluations immediately preceding the assignment; b) Reside in an adequately fenced, single -family, residence (minimum five -foot high fence with locking gates); c) Have a garage which can be secured and accommodate a canine unit; d)
