1000 - Recruitment and Selection 1 POLICY 1000 RECRUITMENT AND SELECTION
1000.1 PURPOSE AND SCOPE
No person applying for employment with the City , or employed by the City , shall be discriminated
against by reason of his/her actual or perceived age, ancestry, citizenship status, color, creed,
disability (mental or physical), exercise of rights relating to Family Care and Medical Leave,
gender identity, marital status, medical condition, national origin, political affiliation (or political
beliefs), pregnancy, race, religion, sex, sexual identity, sexual orientation (heterosexuality,
homosexuality, or bisexuality), military or veteran status, or any other classification protected by
law. The rules governing employment practices for this department are maintained by the City of
Tustin Hum an Resources Department .
1000.1.1 ACCREDITATION STANDARDS

1000.1.2 RECRUITMENT
The Professional Standards Division, in partnership with the Human Resources Department, is
responsible for the recruitment and selection of department personnel. Together they will carry
out the Department’s Recruitment and Equal Employment Opportunity Plan located on the
Intranet at: http://intranet/Departments/HR/Policies/EEOP.pdf .
The intent of the plan is to obtain the best candidates for employment, while striving to achieve an
employee group consistent with the demographic workforce composition of the community we
serve. The Professional Standards Division will evaluate recruitment and retention progress eve ry
three years and revise the plan as needed.
1000.2 APPLICANT QUALIFICATIONS
Candidates for job openings will be selected based on merit, ability, competence , and experience.
All peace officer candidates must meet the minimum standards described in Cal ifornia
Government Code § 1031 in addition to the employment standards established by this
department.
1000.2.1 VETERAN'S PREFERENCE
Qualifying veterans of the armed forces of the United States shall receive a veteran’s preference
as applicable. Prefer ence points shall be added after the applicant has received a passing score
on an entrance exam and is qualified for placement on the employment list (Government Code §
18978).

Employment standards shall be established for each job clas sification and shall include minimally,
the special training, abilities, knowledge and skills required to perform the duties of the job in a
satisfactory manner. The City of Tustin Human Resources Department maintains standards for all
positions which are accessible on the City website at http://www.tustinca.org/departments/hr/ .
The Police Department utilizes job specific standards during the selection process for developing
a job -valid and non -discr iminatory set of policies which will allow it to lawfully exclude persons
who do not meet the city’s or state’s hiring standards. The Peace Officer Standards and Training
Commission of California (POST) developed a list of "10 Job Dimensions," which are us ed as a
professional standard in background investigations. These are:
