CATEGORY DATE ADOPTED LAST REVIEW 1 01/24/2011 04/01/20 22 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _______________________ 802 - Communication Operations 1 POLICY 802 COMMUNICATION OPERATIONS 802.1 PURPOSE AND SCOPE The basic function of the communications system is to satisfy the immediate information needs of the law enforcement agency in the course of its normal daily activities and during emergencies. The latter situation places the greatest demands upon the communications system and tests the capability of the system to fulfill its functions. Measures and standards of performance are necessary to assess the effectiveness with which any department, la rge or small, uses available information technology in fulfillment of its mission . 802.1.1 FCC COMPLIANCE Tustin Police Department radio operations shall be conducted in accordance with Federal Communications Commission (FCC) procedures and guidelines. 802.1.2 LOCATION OF FCC LICENSE, RULES AND REGULATIONS A copy of the FCC License and Title 47 Rules and Regulations is maintained by the Communications Supervisor. 802.1.3 ACCREDITATION STANDARDS This section pertains to th e following CALEA Standards: 41.2.6, 55.2.1 , 81.1.2 , 81.2.1 , 81.2.2 , 81.2.3 , 81.2.4, 8 1.2.8, 81.2.9 , 81.2.10, 81.2.12, 81.3.3, 82.2.3 This section pertains to the following Standard Operating Procedures: 300, 302, 304, 306, 308, 310, 312, 314, 316, 320, 400, 402, 404. 802.1.4 COMMUNICATIONS PROCEDURES The Communications Center employs many complex systems for a variety of services to the public and public safety members. The Communications Supervisor is responsible for developing and maintaining proce dures to efficiently provide communications services. Department members shall comply with the procedures established. 802.2 COMMUNICATION OPERATIONS The department provides 24 -hour telephone service to the public for information or assistance that may be needed in emergencies. The ability of citizens to telephone quickly and easily for emergency service is critical . The department provides access to the 9 -1-1 system for a single emergency telephone number . The department utilizes the Vesta telephone syste m which provides separate dedicated lines for 911 calls, non -emergency calls (information , assistance , and administration ), and outgoing calls. The department has two -way radio capability providing continuous communication between Communications and office rs. CATEGORY DATE ADOPTED LAST REVIEW 1 01/24/2011 04/01/20 22 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _______________________ 802 - Communication Operations 2 802.2.1 COMMUNICATIONS LOG It shall be the responsibility of the Communications Unit to record all relevant information on calls for criminal and non -criminal service or self -initiated activity. Employees shall attempt to elicit as much information as possibl e to enhance the safety of the officer and assist in anticipating conditions to be encountered at the scene. Desirable information would include, at a minimum, the following: a) Incident number ; b) Date and time of request ; c) Name and address of complainant, if p ossible ; d) Type of incident reported ; e) Location of incident reported ; f) Identification of officer(s) assigned as primary and backup ; g) Time of dispatch ; h) Time of the officer’s arrival ; i) Time of officer’s return to service ; j) Disposition or status of reported incident . 802.2.2 TELECOMMUNICATIONS FOR DEAF Telecommunications for deaf (TDD/TTY) are available on all Communications Center telephone lines incoming and outgoing. Department members should assure these systems are functioning properly at all times and report any malfunctions . Text-to-911 is also available to assist the hearing impaired and should be running and monitored at all times. 802.2.3 AUDIO RECORDING OF RADIO AND TELEPHONE The Communications Supervisor will maintain a system for recording and immed iate playback of all telephone and radio transmissions within the Communications Center. The recordings shall be maintained in accordance to the City of Tustin Records Retention and Destruction Policy, unless the communication is identified as being needed as evidence. Those recordings identified will be copied and placed into evidence. The Communications Supervisor shall ensure security measures are in place and maintained for the digital recordings referred to in this section. Review of the recordings is available for immediate review by department personnel for business purposes. Supervisors and managers may review audio recording for purposes of quality control, evaluation and training. External requests for copies of audio recordings from the Communi cations Center shall be routed through the Records Supervisor or his/her designee. 802.2.4 WIRELESS AND VOICE -OVER INTERNET PROTOCOL (VOIP) 911 TELEPHONE CALLS The Tustin Police Department elects to accept wireless and Voice -Over Internet Protocol (VOIP ) 9-1-1 telephone calls.
