CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 07/01/2018 TUSTIN POLICE DEPARTMENT GENERAL ORDERS ____ __________ 609 - Crime Analysis 1 POLICY 609 CRIME ANALYSIS 609.1 PURPOSE AND SCOPE Crime analysis should provide currently useful information to aid operational personnel in meeting their tactical crime control and prevention objectives by identifying and analyzing methods of operatio n of individual criminals, providing crime pattern recognition, and providing analysis of data from field interrogations and arrests. Crime analysis can be useful to the Department’s long range planning efforts by providing estimates of future crime trends and assisting in the identification of enforcement priorities. 609.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA Standards: 12.1.4 , 15.3.1 , 40.1.1 , 40.2.1 , 40.2.2 , 40.2.3 , 45.1.1 This section pertains to the following Standard Opera ting Procedures: §CP900 609.2 DATA SOURCES Crime analysis data is extracted from many sources including, but not limited to: a) Crime reports ; b) Field Interview cards ; c) Parole and Probation records ; d) Computer Aided Dispatch data ; e) State Wide Integrated Traffi c Reporting System (SWITRS) ; f) Non-criminal justice sources; g) Open internet sources; h) Social media platforms. 609.3 CRIME ANALYSIS FACTORS The following minimum criteria should be used in collecting data for Crime Analysis: a) Frequency by type of crime ; b) Geographic factors ; c) Temporal factors ; d) Victim and target descriptors ; e) Suspect des criptors ; f) Suspect vehicle descriptors ; g) Modus operandi factors ; h) Physical evidence information . Information that is relevant to the operational and tactical plans of specific line units should be sent directly to them. Information relevant to the development of the Department’s strategic plans should be provided to the appropria te staff units. When information pertains to tactical and strategic plans, it should be provided to all affected units. Crime Analysis information is integral to the office of the Chief of Police and all department personnel. It is disseminated in the f ollowing manner: a) Virtual Briefing information; b) Weekly Bulletins; c) CTAPS monthly stat and hotspot review ; d) Annual goal assessment; e) Other reports as requested.
