463 – Warrants & Wanted Persons 1 POLICY 463 WARRANT S & WANTED PERSONS
463.1 PURPOSE AND SCOPE
The purpose of this section is to create a framework for the service and recording of arrest
warrants.
463.1.1 ACCREDITATION STANDARDS
This section pertains to the following CALEA Standards : 74.1.1, 74.1.3 , 74.3.1

463.2 TWENTY -FOUR HOUR WARRANT RECORDS ACCESS
The criminal arrest warrant system for the State of California and the County of Orange is
automated and available on a twenty -four hour a day basis. In the event the computer system is
non operational, each of the departments can be contacted via telephone, and the warrant
information located by a hand search.
The warrant systems queried are:
a) National Crime Information Center (NCIC) (Wanted Persons System - WPS) ;
b) California Department of Justice (DOJ) (Wanted Persons System - WPS) ;
c) County of Orange Automated Warrant Service System (AWSS) ;
d) California Department of Motor Vehicles (DMV) .
The O range County Automated Warrant System (AWSS) fulfills the need of Orange County law
enforcement agencies to have access to criminal warrants 24 hours a day, and to warrants that
may be assigned to other agencies. Criminal warrants, traffic warrants, bench warrants and all
civil warrants are entered into AWSS. Additionally, the Central Warrant Repository (CW R) will
enter warrants from out of county law enforcement agencies for persons who have an Orange
County address.
The system is designed to provide enou gh information to determine whether a subject has a
warrant and to arrest the person solely relying on the responses from the system. To provide
maximum service efficiency, the Orange County Automated Warrant System (AWSS) interfaces
with the statewide Wan ted Person System (WPS). The Ce ntral Warrant Repository (CWR) enters
updates and cancels all Wanted Persons System (WPS) entries for all Orange County law
enforcement agencies. All local warrants are stored at the Orange County Sheriff's warrant
repository and remain there until served, at which time they are returned to the court of issue.
463.2.1 WARRANT RECORDING
All warrants issued by the court are sent directly to the repository. They are then entered into the
automated system with the following in formation:

b) Date of issue ;
c) Type of legal process ;
d) Nature of document ;
e) Source of document ;
f) Court docket number ;
g) Amount of bail ;
h) If endorsed for night service .
Retrieval of the warrant information is done by e ntry using the subject's name as it appears on
the warrant and date of birth, or by the warrant file number (WFN).
463.2.2 RECORDS OF ATTEMPT WARRANT SERVICE
A warrant work sheet for each active local warrant entered into the County of Orange Automated
Warrant Service System (AWSS) is delivered to the Police Records Specialist assigned to the
Special Operations D ivision . The warrant is verified; teletypes are run for updated information
such as addresses, date of birth, additional warrants, etc. The wor k sheet is then logged and
routed as follows:
a) The department warrant files are logged and retained in the Investigations d ivision;
b) A felony warrant is handled immediately by notifying the proper investigative
component. The investigator assigned will stay in contact with the Police Records
Specialist until the war rant service has been attempted;
c) Subjects with misdemeanor, traffic, and TMC warrant s will be notified by mail through the
Special Operations Police Records Specialist .
Prior to each subsequent attempt service, the warrant will be checked to confirm that it is still
active. Each attempt service will be noted on the warrant work sheet wit h a brief explanation of
the reasons for non -service.
463.2.3 RECORDS OF SERVICE
An investigator or officer serving an assigned Tustin PD warrant will complete a copy of the work
sheet and return it to the Police Records Specialist . When the computerize d warrant abstract is
requested from AWSS, it is automatically cleared from the system and a served teletype notice is
received by the agency assigned the warrant. The served information will be logged by the Police
Records Specialist. T he served notice te letype will be placed with the work sheet. The work sheet
is stamped “served” with date of service and scanned into the case file.
If a served notice is received that another agency served a Tustin assigned warrant currently
assigned to an officer/investi gator, the Police Records Specialist will notify the officer/investigator
that the warrant has been served and to return the copy of the work sheet.
