430 - Emergency Utility Service 1 POLICY 430 EMERGENCY UTILITY SERVICE
430.1 PURPOSE AND SCOPE
The City Public Works Department has personnel available to handle emergency calls 24 hours
per day. Calls for service during non -business hours are frequently directed to the Police
Departme nt. Requests for such service received by this department should be handled in the
following manner.
430.1.1 ACCREDITATION STANDARDS
This section pertains to the following CALEA Standards: 61.4.1, 61.4.2
430.1.2 BROKEN WATER LINES
The City’s responsi bility ends at the water meter; any break or malfunction in the water system
from the water meter to the citizen’s residence or business is the customer’s responsibility.
Public Works can only turn off the valve at the meter. The citizen can normally acco mplish this.
If a break occurs on the city side of the meter, the City of Tustin Water Works personnel should
be called as soon as practical by a Communications Officer .
430.1. 3 ELECTRICAL LINES
City Public Works does not maintain electrical lines to st reet light poles. When a power line poses
a hazard, an officer should be dispatched to protect against personal injury or property damage
that might be caused by power lines. Southern California Edison or Public Works should be
promptly notified, as approp riate.
430.1. 4 RESERVOIRS, PUMPS , WELLS, ETC.
Public Works maintains the reservoirs and public water equipment, as well as several underpass
and other street drainage pumps. In the event of flooding or equipment malfunctions, emergency
personnel should b e contacted as soon as possible.
430.1. 5 EMERGENCY NUMBERS
A current list of emergency personnel who are to be called for municipal utility emergencies is
maintained by Communications and the Watch Commander .
430.2 TRAFFIC SIGNAL MAINTENANCE
Other tha n those maintained by the State of California , the City of Tustin contracts with a private
maintenance company to furnish maintenance for all traffic signals within the c ity.

430 - Emergency Utility Service 2 430.2.1 OFFICER’S RESPONSIBILITY
Upon observing a damaged or malfunctioning sig nal, the officer will advise Communications of
the location and problem with the signal. The Communications Officer should make the
necessary notification to the proper maintenance agency.
