CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 3 01/24/2011 12/01/2018 06/01/2020 TUSTIN POLICE DEPARTMENT GENERAL ORDERS ______________________________________________ 426 – Reporting Police Activity Outside of Jurisdiction 1 POLICY 426 REPORTING POLICE ACTIVI TY OUTSIDE OF JURISDICTION 426.1 PURPOSE AND SCOPE This policy provides general guidelines for reporting police activity while on or off -duty and occurring outside the jurisdiction of the Tustin Police Department. 426.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA Standards: 74.3.1 426.2 ASSISTANCE TO AGENCIES OUTSIDE THE CITY When an officer is on -duty and is requested by an allied agency to participate in law enforcement activity in ano ther jurisdiction, he/she shall obtain prior approval from the immediate supervisor or the Watch Commander . If the request is of an emergency nature, the officer shall notify Communications before responding and thereafter notify a supervisor as soon as pr actical. 426.3 LAW ENFORCEMENT ACTIVITY OUTSIDE THE CITY Any on -duty officer, who engages in law enforcement activities of any type outside the immediate jurisdiction of the City of Tustin , shall notify his /her supervisor or the Watch Commander at the earliest possible opportunity. Any off -duty officer who takes official law enforcement action in a situation, regardless of jurisdiction, shall notify the Watch Commander as soon as practical. 426.3.1 OUTSIDE AGENCY NOTIFICATION The supervisor, inves tigator, or officer in charge of any special investigative assignment, fixed surveillance, or the execution of a search warrant or arrest warrant in another jurisdiction , shall notify the Watch Commander of the appropriate agency. This notification should include the nature of the assignment, personnel and vehicle(s) involved, and the appropriate time span whenever: a) The assignment is likely to require patrol and/or radio communications assistance; b) The assignment is to be conducted during a time span not co nsidered to be part of normal investigative duty hours; c) The surveillance or other activity expected to take place may generate citizen/media inquiries or calls for service to the department; d) A Tustin police officer goes to another city to affect an arrest. 426.3.2 REPORTING OFF -DUTY INCIDENT Employees shall immediately and fully rep ort, to his/her supervisor or the Watch Commander, all official contacts by another law enforcement agency (other than traffic infractions), when they are CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 3 01/24/2011 12/01/2018 06/01/2020 TUSTIN POLICE DEPARTMENT GENERAL ORDERS ______________________________________________ 426 – Reporting Police Activity Outside of Jurisdiction 2 the suspect or target of another agency’s investigation, and/or when they witness the off -duty criminal conduct of another employee which results , or may result , in a law enforcement response. The supervisor shall determine if a police report or interoffice memo is required to document the officer’s activity. The report or memo shall be forwarded to the Chief of Police via chain of command.
