CATEGORY DATE ADOPTED LAST REVIEW 1 01/24/2011 06/01/20 20 TUSTIN POLICE DEPARTMEN T GENERAL ORDERS _____________ 400 - Patrol Function 1 POLICY 400 PATROL FUNCTION 400.1 PURPOSE AND SCOPE The purpose of this policy is to define the functions of the patrol unit of the Department to ensure intra-department cooperation and information sharing. 400.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA Standards: 40.2.3 , 41.1.1, 41.1.2 , 42.1.6, 82.2.1 , 82.2.2 This policy pertains to the following Standard Operating Procedures: N/A 400.1. 2 FUNCTION Officers will generally patrol in clearly marked vehicles, patrol assigned jurisdictional areas of Tustin, respond to citizen calls for assistance, act as a deterrent to crime, enforce local ordinances as well as state laws, and respond to emergencies 24 hours per day, seven days per week. Patrol will generally provide the follo wing services within the limits of available resources: a) Patrol that is directed at the prevention of criminal acts, traffic violations and collisions, the maintenance of public order, and the discovery of hazardous situations or conditions ; b) Calls for serv ice, both routine and emergency in nature ; c) Investigation of both criminal and non -criminal acts ; d) The apprehension of criminal offenders ; e) Community policing and problem solving activities such as citizen assists and individual citizen contacts of a positive nature ; f) The sharing of information between Patrol and other divisions within the Department, as well as other outside governmental agencies ; g) The application of resources to specific problems or situations within the community, which may be improved or res olved by community policing and problem solving strategies ; h) Traffic direction and control . 400.2 PATROL INFORMATION SHARING PROCEDURES The following guidelines are intended to develop and maintain intra -department cooperation and information flow betwee n the various bureaus of the Tustin Police Department. 400.2.1 CRIME REPORTS A crime report should be completed by any patrol officer or police service officer who receives criminal information which can be corroborated during a criminal investigation . The report will be CATEGORY DATE ADOPTED LAST REVIEW 1 01/24/2011 06/01/20 20 TUSTIN POLICE DEPARTMEN T GENERAL ORDERS _____________ 400 - Patrol Function 2 processed and forwarded to the appropriate division for retention or follow -up investigation after the officer has exhausted all investigative leads within their control . 400.2.2 PATROL BRIEFINGS Patrol supervisors, detective sergeants, and special unit sergeants are encouraged to share information as much as possible. All supervisors and/or officers will be provided an opportunity to share information at the daily patrol briefings as time permits. Patrol briefings should also include “ Virtual Briefing” information from the Crime Analysis Unit. Patrol briefings shall be consistent with General Order 404. 400.2.3 PATROL CHECK / INCIDENT LOG The patrol check / miscellaneous incident log is maintained in dispatch and available for review by all divisions within the Department. The information on the log includes patrol checks, wanted persons and miscellaneous incidents.
