CATEGORY DATE ADOPTED LAST REVIEW 4 1/24/2011 08/02/24 TUSTIN POLICE DEPARTMENT GENERAL ORDERS ____________________________________________ 377 - Crime Prevention and Community Involvement 1 POLICY 377 CRIME PREVENTION AND COMMUNITY INVOLVEMENT 377.1 PURPOSE AND SCOPE The department recognizes the value and importance of engaging, educating, and partnering with its citizens to prevent crime and serve, protect, and promote a s afe community. The department utilizes paid and volunteer personnel to deliver innovative crime prevention methods and programs including the Neighborhood Improvement Task Force (NITF) . This policy delineates responsibilities and provides basic direction. 377.1.1 ACCREDITATION STANDARDS This policy pertains to the following CALEA Standards: 45.1.1, 45.1.3 , 45.2.1 , 45.2.2, 45.2.3 , 61.4.4 This policy pertains to the following Standard Operating Procedures: PS200 377.2 ORGANIZATION AND RESPONSIBILITY Crime prevention and community education is a shared responsibility of all members of the department. During the scope of their duties, all members are expected to provide useful crime prevention information to community members whether it be in person, over the telephone, or through media, computer, or written correspondence. 377.2.1 COMMUNITY POLICING BUREAU The Community Policing Bureau Commander is responsible for the department’s overall crime prevention activities and shall ensure the evaluation and review of these programs at least once every three (3) years. The City Operations Division includes the Community Relations Unit comprised of Police Services Officers under the immediate supervision of the City Operations Supervisor. The City Operations Supervisor is designated as the Community Programs Coordinator. 377.2.2 COMMUNITY PROGRAMS COORDINATOR The Community Programs Coordinator or their designee develops and carries out procedures for the delivery of crime prevention and community involvement. At least quarterly, the Community Programs Coordinator will prepare and submit a report to the Chief of Police regarding: a) Current community concerns or potential problems he /she has become aware of; b) Actions he/she recommends regarding the concerns or problems; and c) Any progress made toward the solution of the concerns or problems. CATEGORY DATE ADOPTED LAST REVIEW 4 1/24/2011 08/02/24 TUSTIN POLICE DEPARTMENT GENERAL ORDERS ____________________________________________ 377 - Crime Prevention and Community Involvement 2 377.2.3 COMMUNITY POLICING BUREAU The Community Policing Bureau Commander is responsible to ensure Patrol personnel engage in crime prevention activities by: a) Offering information about crime prevention programs to victims and community members when possible. b) Attending Neighborhood Watch Meetings within their beat when available. c) Transmi tting relevant information received regarding community concerns or problems to the Community Program Coordinator. d) Ensuring the appropriate personnel review future City projects, attend Zoning and Planning meetings, participate in special project m eetings and attend Planning Commission and City Council meetings when necessary. 377.3 NEIGHBORHOOD IMPROVEMENT TASK FORCE (NITF) The department’s community policing philosophy encourages the interaction of all department personnel with t he citizens and businesses within the community. We further recognize the solution to many community issues involves an alliance between community members, other city departments, and outside government and private agencies serving the community; all work ing in partnership with the police department. With this in mind, the department ’s Community Policing Bureau spearheads the Neighborhood Improvement Task Force (NITF) and reports the actions of the committee to the Chief of Police via the monthly repo rt. 377.3.1 STRUCTURE OF NITF The Neighborhood Improvement Task Force is a committee comprised of representatives from many departments and organizations which meets bi -weekly at the police department to identify and address current and continuing pr oblems facing the community . Together, committee members seek to find permanent, long -term solutions to those identified problems utilizing the resources of the committee members . The NITF also addresses problems and concerns identified by patrol personne l which may require attention or follow -up that cannot be completed at the field level. These can be the result of email reports from sworn and civilian patrol personnel forwarded to the CIO’s. (§377.3.2) The committee members from within the police dep artment include the: a) Community Policing Bureau Commander ; b) North and South Area Commanders ; c) North and South Community Impact Officers ; d) Police Services Officers ; e) Special Operations Investigators ; f) Sworn and Civilian Patrol personnel . The committee also incl udes representatives from other city departments, outside government agencies, and other community organizations.
