313 - Operational Readiness and Inspection s 1 POLICY 313 OPERATIONAL READINESS AND INSPECTION S
313.1 PURPOSE AND SCOPE
This policy describes the responsibilities of agency personnel and units for maintaining
operational readiness at all levels including personnel, physical facility and mobile assets. It will
establish policy and procedures for the inspection process, at both the line and the staff levels.
This will provide the Chief of Police and Bureau Commanders with the means of regularly
assessing the department’s readiness, efficiency , and effectiveness, as well as providing
information necessary to plan for change.
313.1.1 ACCREDITATION STANDARDS
This section pertains to the following CALEA Standards: 17.5.1, 17.5.2 , 17.5.3, 41.3.2, 46.1.8,
53.1.1 , 53.2.1
313.2 POLICE FACILITY AND S YSTEMS
The Administrative Services Bureau Commander is ultimately responsible to assure operational
readiness is maintained for the police facility and its systems.
313.2.1 FACILITY EMERGENCY POWER GENERATOR
The Facilities Supervisor will coor dinate with the City of Tustin Public Works Department to
ensure that an emergency generator test and readiness procedure is in place and followed. A run
test shall be conducted at least once a month. At least annually, an operational load test will be
conducted and documented. (See Standard Operating Procedure SS 732 – Alternate Source of
Electrical Power for further.)
313.2.2 COMMUNICATIONS UNIT RESPONSIBILITIES
The Communications Supervisor is responsible to ensure that procedures are developed and
followed regarding the maintenance, training , and testing of the following systems:
a) Emergency Callout lists/process ;
b) Emergency Operations Center Callout/Notification ;
c) Radio Interoperability Systems ;
d) Mutual Aid Request Systems (Law and Fire) ;
e) Reverse 911 S ystem (Alert OC) ;
f) Fire Alarm System ;
g) Audio telephone and radio recording systems ;
h) Facility Video Systems .
313.2.3 EMERGENCY OPERATIONS CENTER
The Professional Standards Division Commander and the assigned Emergency Operatio ns
Coordinator are responsible for developing procedures to ensure the readiness of the Emergency

313 - Operational Readiness and Inspection s 2 Operations Center (EOC). This procedure will include lists of available equipment to be on hand,
inventory and serviceability procedures, and overall stand -up tests. The EOC shall be activa ted
and stood -up at least once annually to ensure systems are functional and appropriate. An
operational activation of the EOC may fulfill this requirement if the appropriate after action review
is completed in writing.
313.3 OPERATIONAL READINESS ASSET RESPONSIBILITIES
Bureau Commanders and their respective Division Commanders are responsible for the
operational readiness of all assets under their command. Beyond this policy, Division
Commanders will ensure that procedures are developed, maintained, and adhered to on all
systems, facilities and assets under their control. Operational readiness in general means having
the system, facility , or asset in a condition to be immediately accessed and deployed for the
purpose it is intended. Every system should have one or more operational employee(s)
responsible for its readiness. Considerations for readiness are:
a) Located where it can be accessed ;
b) In a tested and functioning condition ;
c) Identified frequency of testing and maintenance ;
d) Adequate stock or inventory on hand ;
e) Stock replaced at end of life limits ;
f) Users identified and adequately trained to access and operate ;
g) Procedures to access and deploy are clearly published ;
h) Procedures established to address failure of asset ;
i) System for reporting lack of readiness .
313.3.1 COMMUNITY POLICING BUREAU ASSET RESPONSIBILITIES
The Community Policing Bureau Commander or his/her designee will be responsible to ensure
the following assets are maintained in a n operational readiness state:
a) EMDT Devices ;
b) Munitions (Standard and Less -lethal) ;
c) All Department Firearms and Weapons Syste ms;
d) Specialized Traffic Unit Equipment ;
e) Specialized Patrol Equipment ;
f) Specialized GRADE Equipment ;
g) Specialized SWAT Team Equipment;
h) Specialized Special Response Team (SRT) Equipment .
Additionally, under th e City Operations Div ision, all department vehicles and support mobile units
including:
a) Marked Patrol V ehicles ;
b) Unmarked Patrol Vehicles ;
c) Patrol Supervisor s Vehicle s;
d) CSI/PSO Vehicles ;
e) Patrol Bicycles ;

313.3.2 ADMINISTRATIVE SERVICES BUREAU
