CATEGORY DATE ADOPTED LAST REVIEW 3 7/1/2017 7/1/201 9 TUSTIN POLICE DEPARTMENT GENERAL ORDE RS ________________________ 222 – Part-time Employees 1 POLICY 222 PART -TIME EMPLOYEES 222.1 PURPOSE AND SCOPE The purpose of this policy is to ensure the standards , procedures , and guidelines established for full-time employees s hall also a pply to the part -time employees. With the exception of reserve police officers and master reserve officers , performance evaluation requirements for part -time employees shall differ from full -time employees. The department intends to balance the part -time employee s’ needs with flexibility and discretion to meet operational n eeds. 222.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA standards: 16.1.4, 16.3.3, 16.3.4, 16.3.8, 31.4.1 , 35.1.2, 35.1.4 222.2 GUIDELINES Setting the standards and guidelines for part -time employees will create a baseline for emplo yment with the department. Part -time employees provide a force multipli er necessary to reduce the increasing workload for full -time employees. The part -time employees will deliver the same functions as the full -time employees, with the following guidelines : a) Part-time employees are assigned to assist full -time personnel in the day -to-day delivery of law enforcement services and for emergencies, if needed; b) Part-time employees work independently under the full -time supervision of the division or unit to whic h they are assigned; c) The department maintains the same hiring requirements as the full -time employees; d) The selection and background procedures established for full -time employees shall apply to the selection of the part -time employees; e) The required docum entation and performance evaluations established for part-time reserve police officers and master reserve officers shall be the same standards pertaining to department policies and procedures for full -time police officers ; all other part -time employees may receive daily training evaluations but shall not receive annual performance evaluations. f) The training for part -time employees may differ from full -time employees according to position. For example, MROs may be assigned to specific job(s) as determined by the needs of the agency and his or her specialized skills and qualifications. The potential deployment would determine the need for training in arrest and control techniques and/or rifle training, depending on the field assignment and duties ; g) Part-time em ployees will be issued department uniform and items identical to those used by full-time employees; h) Part-time employees will be placed on the schedule coordinated by their respective supervisors, as determined by department needs and the employees’ availa bility; i) The hours worked are generally limited to less than 1,000 hours per fiscal year (less than 960 hours for a retired annuitant). This equates to an average of 19 hours per week, however, an employee’s hours are not limited on a weekly basis; j) The depa rtment shall have adequate funds in the budget to cover the hours; k) Part-time positions shall be non -benefitted and non -represented; and CATEGORY DATE ADOPTED LAST REVIEW 3 7/1/2017 7/1/201 9 TUSTIN POLICE DEPARTMENT GENERAL ORDE RS ________________________ 222 – Part-time Employees 2 l) In general, part -time employees will work a minimum standard of 20 hours per month. The Chief of Police has discretion r egarding the hours, terms of employment, and department needs in consideration of the employees’ availability and circumstances.
