CATEGORY DATE ADOPTED LAST REVIEW 2 01/24/2011 07/31/24 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _________________ __ 208 - Training Policy 1 POLICY 208 TRAINING POLICY 208.1 PURPOSE AND SCOPE It is the policy of this department to administer a training program that will provide for the professional growth, continued educational development of its personnel and maintain compliance with state, federal, and city mandates. By doing so, the department will ensure its personnel possess the knowledge and skills necessary to provide a professional level of service that meets the needs of the community . The Professional Standards Division will manage and oversee the development and evaluation of training needs representing individual agency components. 208.1.1 ACCREDITATION STANDARDS This policy pertains to the following CALEA Standards: 4.3.3 , 16.1.5, 16.1.6, 33.1.1, 33.1.2 , 33.1.3 , 33.1.4 , 33.1.5 , 33.1.6 , 33.1.7 , 33.2.3 , 33.4.1 , 33.5.1 , 33.5.3 , 33.5.4 , 33.6.1 , 33.7.2 , 33.8.1 , 33.8.2 , 33.8.3 This policy pertains to the following Standard Operatin g Procedure: CP436 208.2 PHILOSOPHY The department seeks to provide ongoing training and encourages all personnel to participate in advance d training and formal education on a continual basis. Training is provided within the confines of funding, requi rements of a given assignment, staffing levels, legal and legislative mandates. Whenever possible and applicable, the department will use courses certified by the California Commission on Peace Officer Standards and Training (POST) as outlined in the Training Plan section of this policy . 208.3 OBJECTIVES The objectives of the Training Plan are to: a) Enhance the level of law enforcement service to the public ; b) Increase the technical expertise and overall effectiveness of departm ent personnel ; c) Provide for continued professional development of department personnel . 208.4 TRAINING NEEDS ASSESSMENT The Professional Standards Division will conduct an annual training needs assessment of the department. The annual needs assessment will be completed by the department Training Officer and reviewed by staff . Upon approval by staff, the needs assessment will form the basis for the training plan for the calendar year. CATEGORY DATE ADOPTED LAST REVIEW 2 01/24/2011 07/31/24 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _________________ __ 208 - Training Policy 2 208.4. 1 POST INCIDENT EVALUATIONS The Chief of Police , or their designee , may direct the Training Officer to convene a committee for the purposes of conducting a post -incident evaluation. Members should be selected based on their abilities at post -incident evaluation and at assessing related training needs. The review of certain incidents would be to determine whether training would likely improve future outcomes or reduce or prevent the recurrence of the undesirable issues rela ted to the incident. Specific incidents that should be review ed include, but are not limited to: a) Any incident involving the death or serious injury of an employee; b) Incidents involving a high risk of death, serious injury, or liabil ity; c) Incidents identified by a supervisor as appropriate to review to identify possible training needs. 208.5 TRAINING PLAN A training plan will be developed and maintained by the department Training Officer . It is the responsibility of the Training Officer to maintain, review, and update the training plan on an annual basis. The training plan should include a review of the department training matrix and address the following areas: a) Legislative changes ; b) State Mandated training ; c) Training Issues ; d) Department and city policies ; e) Perishable skills training ; f) Promotional training needs ; g) Specialty assignment training needs ; h) Employee career development . The Training Officer maintains and utilizes a training matrix to ensure departmen t personnel receive the mandated and recommended training , re-training, and/or certification for the position they are assigned. The training matrix serves as a guideline for the Training Officer and all employees to further enhance the professionalis m of the department. 208.5.1 DEPARTMENT LESSON PLANS All instructors conducting training courses for department personnel must have a lesson plan for each course of instruction and a list of resources required in the delivery of the program . Instructor s should utilize the POST Perishable Skills Program Overview and Implementation Guidelines available from the Training Officer; and/or other pertinent instructor development materials in the p reparation of course outlines.
