CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 07/31/24 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _____ _____ ________________________________ 200 - Organizational Structure and Responsibilities 1 200 ORGANIZATIONAL STRUCTURE AND RESPONSIBILITY 200.1 PURPOSE AND SCOPE The organizational structure of this department is designed to create an efficient means to accomplish our mission and goals and to provide for the best possible service to the public. Within this structure, personnel have the authority to make decisions to effectively execute their responsibilities and remain accountable for those decisions. The organizational structure also clearly defines a chain of command so each employee has only one supervisor and specific positions are responsible for each departmental component. 200.1.1 ACCREDITATION STANDARDS This policy pertains to the following CALEA Standards: 11.1.1 , 11.1.2, 11.2.1 , 11.2.2, 11.3.1 , 11.3.2 , 12.1.1 This policy pertains to the following Standard Operating Procedures: N/A 200.2 BUREAUS The Chief of Police is responsible for administering and managing the Tustin Police Department. The department is divided into t he following bureaus: • Community Policing Bureau • Administrative Services Bureau • Personnel and Investigations Bureau 200.2.1 BUREAU S DEFINED The Community Policing Bureau (CPB) is commanded by a Police Captain whose primary responsibility is to provide general management direction and control for th e bureau . The Bureau consists of three divisions, North Area Patrol, South Area Patrol , and the City Operations Division. The Administrative Services Bureau (ASB) is commanded by a Police Captain whose primary responsibility is to provide general managem ent direction and control for th e bureau. The Bureau consists of two divisions, Field Support and Operations Support. The Personnel and Investigations Bureau (PIB) is commanded by a Police Captain whose primary responsibility is to provide general manage ment direction and control for th e bureau. The Bureau consists of t hree divisions, Administration, Professional Standards , and Special Operations. CATEGORY DATE ADOPTED LAST REVIEW 3 01/24/2011 07/31/24 TUSTIN POLICE DEPARTMENT GENERAL ORDERS _____ _____ ________________________________ 200 - Organizational Structure and Responsibilities 2 200.3 AUTHORITY AND RESPONSIBILITY Commanders, Managers, and Supervisors are responsible for the effecti ve and efficient operation of their assigned function and have the authority and duty to make decisions to fulfill their role. 200.3.1 DELEGATION OF AUTHORITY AND RESPONSIBILITY a) Commensurate authority accompanies the delegation of supervisory/command responsibility. Relief command personnel and acting supervisors assume the same responsibility and command , and the same respect and response to command as the regular supervisor. It is not mandatory that supervisors always designate the senior employee a s the acting commander/supervisor. The appointing authority must assign the employee that can best carry out the responsibilities of the position. b) If a supervisor or commander is absent without having made the appointment of an acting commander/superviso r and a supervisory decision becomes necessary, the senior highest -ranking employee assumes authority and becomes responsible accordingly. c) When delegating authority, each employee is fully accountable for their decision to delegate authority, and also for the failure to delegate authority. 200.3.2 SUPERVISORY ACCOUNTABILITY FOR EMPLOYEES All Commanders, Managers, and Supervisors, or those delegated to such responsibilities, are responsible for the performance of employees under their immediate control. 200.4 ORGANIZATIONAL CHART The organizational chart depicts the current structure of the department and the rank/supervision responsibilities of the personnel within the agency . The chart is available to all personnel on the common shared drive under t he Professional Standards Division folder .
