Trinity County Sheriff's Office Trinity County SD Custody Manual MISSION The Trinity County Jail is established upon the authority granted to the Sheriff. The Sheriff shall take charge of and keep the County Jail and the prisoners in it. The sheriff shall receive all persons committed to the jail by competent authority (Government Code 26605). It is the mission of the Trinity County Jail to maintain a correctional facility which provides the highest standard of professionalism and service to the community. Operation of the correctional facility will be governed by applicable state and federal laws and by the minimum standards of California Code of Regulations Title 15 - Crime Prevention and Corrections for local adult detention facilities. The primary concern of each correctional officer is to maintain a secure environment. This will be achieved through constant vigilance and adherence to policies and procedures. We will also offer self-improvement opportunities to the inmates, assisting in their successful re-integration to the community. Our objectives are to meet the needs of the present and the challenges of the future. We will constantly strive to improve the quality of our services by continuing education, maintaining a supportive work environment, and developing innovative techniques. Published with permission by Trinity County Sheriff's OfficeMission - 1 Trinity County Sheriff's Office Trinity County SD Custody Manual PHILOSOPHY AND GOALS The philosophy of the Trinity County Sheriff's Office Custody Facility is to operate in conformance with the applicable local, state, and federal laws and regulations. The goals of the Trinity County Sheriff's Office Custody Facility include, but are not limited to: •Incarcerate only those persons necessary to ensure public safety. •Ensure the appearance of incarcerated persons in court or to house persons serving a sentence upon conviction. •Utilize cost effective alternatives to incarceration to the greatest extent practicable, which are consistent with our responsibility to ensure public safety. •Classify inmates to the least restrictive security level possible, which are consistent with our responsibility to ensure public safety. •Facilitate the continuity of family and community contact by appropriately governing visitation, telephone usage, and mail. •Provide necessary services such as health, food, recreation, and a clean environment including adequate clothing, linens, and bedding. •Help break the cycle of recidivism by providing services and programs that motivate inmates to successfully re-integrate into the community. Published with permission by Trinity County Sheriff's OfficePhilosophy and Goals - 2 Trinity County Sheriff's Office Trinity County SD Custody Manual CODE OF ETHICS As a law enforcement officer, my fundamental duty is to serve the community; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation and the peaceful against violence or disorder; and to respect the constitutional rights of all to liberty, equality and justice. I will keep my private life unsullied as an example to all and will behave in a manner that does not bring discredit to me or to my agency. I will maintain courageous calm in the face of danger, scorn or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed both in my personal and official life, I will be exemplary in obeying the law and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty. I will never act officiously or permit personal feelings, prejudices, political beliefs, aspirations, animosities or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities. I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of police service. I will never engage in acts of corruption or bribery, nor will I condone such acts by other police officers. I will cooperate with all legally authorized agencies and their representatives in the pursuit of justice. I know that I alone am responsible for my own standard of professional performance and will take every reasonable opportunity to enhance and improve my level of knowledge and competence.
