I. PURPOSE :
To establish the methods by which the Temple Terrace Police Department’s Ci vilian Volunteer
Program will be administered.
II. SCOPE:
All Members
III. DISCUSSION:
A volunteer program allows citizens to become involved in the work of law enforcement in
their community. Volunteers will assist the Department’s members in adm inistrative tasks common
to law enforcement work .
IV. PROCEDURE:
A. The function of the volunteer program will be to assist various agency divisions .
B. The volunteer program will be managed by a coordinator designated by the Chief of Police.
C. Volunteers must abide by the City ordinances, rules and regulations, and all written guidelines,
directions and instructions. A copy of the City’s personnel polices and procedures will be
available for review.
1. Volunteers will maintain the confidentiality of all information o bserved and learned through
work at the Temple Terrace Police Department. Any information contained in the records or
received by personal co mmunication will not be divulged outside of the Department.
2. Volunteers will have no authority or latitude, either direct or implied, to represent the
Department in making decisions or implementing policy effecting Police Department
operation s or procedure s.
3. Volunteers will work under the supervision of a designated agency employee.
D. Selection Criteria and Requirements :
1. Volunteers must:
a) Be at least 18 years of age.
b) Be a U.S. citizen.
c) Complete an application in Human Resources.
d) Be able to pass a local crimina l background check to confirm no felony convictions and
no misdemeanor convi ctions; including perjury, f alse stat ements, or domestic violence .
Must be in good standing in the community.

General Order B-99 2 of 2 Civilian Volunteer Program e) Complete a state/national fingerprint -based record check (Live Scan)
f) Pending assignment, c omplete the mandated FDLE Level 1 or Level 2 Security
Awareness Training and successfully pa ss the exam.
g) Review and s ign a confidentiality policy, volunteer work agreement, and computer
policies acknowledgment.
h) Wear Department issued volunteer identification card on outer clothing at all times while
volunteering at the Department.
i) Volunteer a min imum of forty eight (48) hours per year.
E. Notice of Rights on Fingerprint Retention
a) Before the processing of Livescan fingerprints, all volunteer applicants will review and
sign Notice for applicants submitting fingerprints for a criminal history record check , in
accordance with FBI and FDLE regulations.
F. Duties and Responsibilities:
1. All volunteers will follow the operating procedures of the program.
2. Volunteers will receive specific duties from the coordinator for each assignment.
3. Exercise caution and confidentiality pertai ning to information learned through their work
assignment.
4. Indicate date, time, and number of hours worked on a time sheet provided by the volunteer
coordinator.
5. Be punctual and present during scheduled time period.
6. Report any physical limitations to volun teer coordinator.
7. Volunteers must wear casual business attire.
G. Training:
1. All volunteers will be trained in those areas in which they will be asked to assist prior to
assuming duties in those areas.
2. Training may be provided by any competent employee who has a function over the task that
the volunteer is being assigned.
