I. PURPOSE :
The purpose of this g eneral order is to establish guidelines for the recruitment and selection
of sworn and civilian members for the City of Temple Terrace Police Department.
II. SCOPE:
All members
III. DISCUSSION:
This procedure is mean t to establish the foun dation for a fair and impartial recruitment and
selection process. Each element of this process will be job -related and nondiscriminatory. All
elements of the selection process shall be administered, scored, and int erpreted in a uniform
manner. The record s of applicants who do not pass the selection process will be maintained
by human resources in accordance with the Florida Department of State Records Retention
Schedule.
IV. PROCEDURES:
A. Recruitment:
1. Individuals assigned to recru itment activities shall recei ve training in personnel
matters , equal employment opportunity (EEO) guidelines and the most current
department EEO goals and objectives by the professional standards supervisor,
and/or a representative from human resources as deemed appropriate by the chief of
police or designee .
2. The department sh all establish a recruitment plan which will be utilized as a reference
tool to gauge its progress toward the development of a racial, ethnic, and gender
composition of its full -time sworn members in approximate p roportion to its service
community. This p lan shall include:
a. A statement of objectives .
b. An action plan designed to achieve the objectives .
3. The EEO plan shall be reviewed in September of each year by the deputy chief of
police or designee. Each January, the professional standards sergeant will utilize the
results of this review in order to analyze and update the current recruitment plan. A
copy of the review will be forwarded to the chief of police.

General Order B -97 2 of 5 Recruitment & Selection 4. The department shall advertise as an equal opportunity employer on all recruitment
literature and all employment applications.
B. Notice of Open Positions :
1. Positions shall be posted with the following information:
a. The position that is to be filled along with the applicat ion deadline date .
b. Eligibility requireme nts.
c. A contact number for human resources.
2. Candidates shall submit a completed application to the human resources department
prior to the posting deadline.
C. Selection Process :
1. For civilian applicants , the selection process will include the following step s:
a. Application revi ew - Once the application has been received , it will be logged by
human resources and reviewed by the appropriate division commander or
designee to ensure that the applicant meets minimum standards .
b. If chosen to continue, an in -person in terview will be scheduled .
c. Additional testing may follow (i.e. typing test, test of basic education, etc.) .
d. Background investigation consisting of at least:
i. Warrants check .
ii. Fingerprints check .
iii. Local records check .
iv. Prior employment check .
v. Criminal history check .
e. Drug screen or other medical clearance .
2. For sworn applicants , the selection process will include the following steps:
a. Application r eview - Once the application has been received , it will be logged by
profess ional standards and reviewed to ensure t hat the applicant meets minimum
standards.
i. Minimum standards will comprise of the following:
a) Must be 19 years of age.
b) Must be a United States Citizen.
c) Have a high school diploma or equivalent.
d) Must not have been convicted of a felony or a misdemeanor invo lving
perjury or false statement.
e) Must not have received a dishonorable discharge from the U.S. Armed
forces.
ii. If the application meets minimum standards, it is then forwarded for individual
review by sworn members or non-sworn members who have received tra ining
on conducting background investigations.
iii. For the candidate to be considered for further processing, their application
must receive three (3) out of five (5) recommendations from individual
reviews. One of the five (5) reviews must be conducted by a command level
sworn member.
a) Upon completion of this individual review, the participating member will
complete the appropriate section of a department application review form
(TTPD #156) indicating his/her recommendat ion that the application be
forwarded fo r further processing or removed from consideration.

must be documented on the review form.
b) If further processing is recommended by at least three (3) of the reviewers ,
the applicant wi ll be scheduled to participate in a Physical Ability Test
i Applicants must meet the minimum requirement for completing the PAT
in order to receive an oral board interview.
c) In the event a co mmand staff member is unavailable, the p rofessional
standards sergeant will conduct the command staff level review.
b. Physical Ability Test (PAT) - A standardized PAT will be administered to each
applicant who has successful ly passed the application review . An applicant must
