I. PURPOSE:
This directive establishes the function, duties, and responsibilities of a reserve officer
program. Reserve officers shall perform such duties and ass ignments as directed by the
chief of police or designee.

III. DISCUSSION :
A reserve officer program is a valuable resource to supplement a police agency's staffing.
Reserve officers complement regular officers by providing additional resources to perform
routine duties and assist during emergency situations. Reserve officers are sworn officers,
possessing full -time sworn law enforcement certification from the Florida Criminal Justice
Standards and Training Commission.
IV. DEFINITIONS:
A. Reserve Officer I – This officer has all the authority of a regular law enforcement officer
(while on duty) and is commissioned to act in such a manner as prescribed by
FSS.943.10 ( 6). A reserve officer I is a “ part-time officer ” who has successfully completed
the agency’s field training program and is appoi nted to serve by the chief of police or
designee. A reserve officer I may or may not be compensated as directed by the chief of
police or designee. While on duty, a reserve officer I is provided the same public liability
protection as that provided to a regular full time police officer. A reserve officer I is not
eligible to participate in the police pension program.
B. Reserve Officer II – This officer is empowered to aid and assist law enforcement officers
and, while under the direct supervision of a law enforcement officer, has the authority to
perform law enforcement functions in accordance with FSS. 943.10(8). A reserve officer II
is ap pointed by the chief of police or designee and will be required to complete the
agency’s field training program successfully . A reserve officer II is not eligible to
participate in the police pension program.

A. Organization and Structure:
1. The deputy chief or the member designated by the chief of police shall oversee all
activit ies associated with the reserve officer program .
2. The chief of police will determine the numerical strength of the reserve officer
program .
3. The chief of police or designee may, at his/her discretion, appoint a reserve officer to
the rank of reserve captain . The reserve captain will report to the deputy chief or,
otherwise, the member designated by the chief of police.
a. The reserve captain shall :
i. be the liaison with the patrol and investigative services commander s and shall
coordinate the assignments of all reserve officers ;
ii. ensure that all reserve officers meet training requirements, complete
mandator y service hours, submit time sheets , and comply with all department
directives and Temple Terrace City Rules and R egulations .
iii. In the absence of an appointed reserv e captain, the deputy chief, or otherwise,
the member designated by the chief of police, will assume the aforementioned
responsibilities of that position.
4. Regardless of rank, a reserve officer will not have command authority over full-time
police officers.
B. Application and Selection:
1. The selection criteria for reserve officers shall be identical to those for full -time sworn
police officers. Law enforcement officers separating from the Temple Terrace Police
Department under favorable conditions may apply for appointment as reserve officers
upon separation and will not be required to reapply or complete the field training
program.
2. To avoid conflict of inter est, persons in the following occupations will not be eligible for
appointment to reserve officer positions:
a. Anyone currently employed as a certified law enforcement or correctional officer,
private security guard, private detective , or similar occupation.
b. Persons involved in the sale or distribution of alcoholic beverages.
c. Bail bondsm en, criminal attorneys or employees of the state attorney’s office, the
public defender’s office, or members of the judiciary or the clerk of the court.
d. Any other profession that would be considered not in the best interest of the police
department or that would cause the public to lose trust or confidence in the
member’s ability to perform in a professional manner.
3. Candidates for reserve officer must meet all current Florida State Statutory Criminal
Justice Standards and Training Commission requi rements for a reserve officer .
4. All reserve officers must complete the approved field training program unless
otherwise exempt , as indicated above in section V.B.1.
a. The chief of police may, on a case -by-case basis, modify the scope and duration
of the reserve officers’ field training program as deemed appropriate.
b. The field training program shall be completed no later than one year after
appointment as a reserve officer .
c. All reserve officers assigned to th e field training program shall be assigned to and
remain under the direct supervision of a field training officer pending successful
completion of the field training program.
