General Order B -65 Page 1 of 3 Employee Orientation Program TEMPLE TERRACE POLICE DEPARTMENT GENERAL ORDER : B-65 EFFECTIVE DATE : 11/10/2010 FILE INDEX NO. : B-65 SUBJECT: EMPLOYEE ORIENTATION PROGRAM INDEX AS: SAME AS ABOVE RESCINDS: REVISES: DATE REVISED: 11/07/2023 DISTRIBUTION : ALL MEMBERS I. PURPOSE: The purpose of t his general order is to establish an orientation procedure for newly hired employees. II. SCOPE: All members III. DISCUSSION: The goal of the Temple Terrace Police Department Employee Orient ation Program is to welcome new employees and to familiarize them with both the Temple Terrace Police D epartment and City of Temple Terrace operations . IV. PROCEDURE: A. New member s shall complete an orientation program within thirty (30) days of employment, which shall consist of the followin g: 1. Police Department Facility Tour - The new employee shall receive a tour of the facility and be introduced to department personnel. 2. Meeting with the Chief of Police - The new employee shall meet with the chief of police to discuss the following: a) The department's Operational an d Service -oriented philosophy; and b) Orientation to the department’s role, purpose, goals, policies, and procedures. 3. General Order Procedures - Members will receive training on the PowerDMS database to allow them access to the departm ent general orders , emergency orders, authorization memorandums, and training bulletins that are located within that database. a) The training coordinator, or designee, will begin to review department policy and procedures delineated within the phase one tr aining guide. This trai ning shall include but not be limited to: 1) Department organization; 2) Accreditation process; 3) Computer use; 4) Sexual harassment; and 5) Ethics and conduct. General Order B -65 Page 2 of 3 Employee Orientation Program b) Throughout this process, the new employe e will sign receipts within the PowerDMS data base and within his/her training file (as applicable) , acknowledging the review and understanding of the various policies and procedures that are covered. 4. City Facility Tour -The new employee will be given a tour of city facilities, as appropriate to his/her job function. 5. Training - Whether the new employee is a sworn officer or telecommunicator, the employee shall meet with the respective training coordinator, or designee, who will explain the Field Training and Evaluation Program (FTEP) or Communication s Training and Eva luation Program (CTEP) and the department's in -service training program (if applicable). a) All other civilian employee s will meet with their section supervisor who will explain the on -the- job training that the employee s will receive. 6. Huma n Resources – a) All new employees shall be required to take an oath or affirmation administered by the human resources department during new employment onboarding. The oath is mandated by FSS 876.05 and states the following: 1) “I, [INSERT NAME], a citizen of the State of Florida and of the United States of America and being employed by, or an officer of, the City of Temple Terrace, Florida, and a recipient of public funds as such employee or officer, do hereby solemnly swear or affirm that I will support the C onstitution of the Unit ed States and of the State of Florida. I further swear or affirm that I will in all respects, observe the provisions of the Charter and Ordinances of the City of Temple Terrace, Florida. ” b) All new employees will also be required to attend an orientation session provid ed by the human resources department . 1) The training shall include, but not be limited to: (a) Working conditions; (b) Rules and regulations; and (c) Employee rights and responsibilities. 7. Completion - Upon completion of the above -listed orientation program , the employee shall be assigned to a field training program, communications training program, or on-the-job training as applicable to his/her position . B. During the initial thirty (30) days of employment: a) The training coordinator , or designee, shall b e responsible for ensuring that the following is completed : 1) Copying of all training certificates ; 2) Creation of an individual training folder for each new employee; and 3) Ensuring that the appropriate equipment an d supplies are issued or orde red. b) The services comm ander , or designee, shall be responsible for: 1) Ensuring the city information technology department : (a) Adds the new employee to the city and police department computer systems and provides access to the appropriate databases . (b) Grants the new employee access permissions into the security locks. c) The administrative assistant of the chief of police, or designee, shall be responsible for: 1) Ensuring that all FDLE audit documentation has been completed for new sworn personnel; 2) Verifying that CJS TC computer entries are accurate and complete; General Order B -65 Page 3 of 3 Employee Orientation Program 3) Obtaining a copy of the new employee’s signed service contract ; 4) Labe ling the new employee’s mailbox; and 5) Adding the new employee’s name to all applicable tabs within the department phone list. d) The deputy chief of police, or designee, shall be responsible for: 1) Creating the new employee’s department photo
