I. PURPOSE:
The purpose of this g eneral order is to provide training and evaluation standards for newly hired
sworn members of the Temple Terrace Police Department.
II. SCOPE:
All members
III. DISCUSSION:
All newly ap pointed sworn members are required to succ essfully complete a Field Training and
Evaluation Program (FTEP) designed to provide training that will help new members succeed as a
solo patrol officer .
IV. DEFINITIONS:
A. Daily Observation Report (DOR) - A form used to document the progress and actions of
probationary officers during the FTEP.
B. Field Training Officer (FTO) - A specially trained sworn member who is responsible for providing
on-the-job training and evaluation for probationary officers.
C. Field Training and Evaluation Program (FTEP) - Training program specifically designed to
prepare a newly hired officer for assignment as a solo patrol officer.
D. FTO Coordinator - The Patrol supervisor with the overall responsib ility for the administration of
the FTO program.
E. Probationary Officer - A sworn member in his/her first t welve (12) months of employment with
the City of Temple Terrace.
F. Trainee - A sworn member who is currently in the Field Training and Evaluation Program
V. PROCEDURE:
A. The Field Training and Evaluation Program (FTEP) structure is intended to provide optimum
utilization of training resources and personnel in a dynamic environment to provide:
1. A solid foundation for a law enforcement career with the Temple Terrace Police Department
2. Evaluation of each participant, based on established guidelines, to ensure training integrity
and reliability

performance and testing
4. Training specific to the individua l need s of the trainee
B. Reasons for a Field Training and Evaluation Program (include, but not limited to )
1. Increased support for management and administrative policies
2. Negligent hiring, retention, training, and supervision issues are reduced.
3. Standardization of training and e valuation procedures is established.
4. Supervisory skills are put into practice by line personnel prior to promotion.
C. Field Training Officer Qualifications
1. The degree of success realized by any law enforcement agency is dire ctly related to the
caliber of training o ffered to its members . To ensure that the new member receives the
highest level of training p ossible, the department selects only those officers who have
demonstrated the highest levels of professionalism and job knowledge to serve as an active
FTO.
2. A sworn member designated as an FTO is a member who, on the basis of leadership,
ability, inte lligence, temperament, report writing skills, attitude, and demonstrated
professional conduct, is ent rusted with the task of providing the initial field training to
trainees. This position includes all the duties and responsib ilities normally assigned to a
police officer in patrol.
3. Consideration for the position of FTO is limited to those officers who possess the above
attributes and have a minimum of the following:
a) Two (2) years minimum patrol service with the Temple Terrace Police Department
(TTPD)
1) A member who has successfully completed the new hire probationary period , who
possesses a minimum of three (3) years of law enforcement experience , and was an
active FTO while employed with a previous agency may, at the discretion of the
Chief of Police or designee , also be considered .
b) Successful completion of the 40-hour CJSTC Field Training Officer curriculum .
c) Written recommendation from their direct supervisor and the field training coordinator.
d) The two most recent performance evaluations must show acceptable performance or
higher.
e) The officer must not have disciplinary action in that past two years which resulted in 10
or more points, and/or suspension without pay.
1) Minor traffic crash discipline resulting in suspension due to a second crash within 24
months will be taken into account ; however , it will not preclude the officer from
training a trainee.
D. Field Training Program Structure
1. Upon employment , the trainee will begin the department’s FTEP program . All aspects of the
FTEP must be successfully completed before the trainee will be allowed to work as a solo
patrol officer . During all phases of the FTEP, the instruction of the trainee will be guided by
the Field Training and E valuation Program Manual .
2. The completion of DOR’s are not required during phase one (1) or on a regularly scheduled
in-service training day.
3. The FTEP will consist of f our phases which are as follows:
a) Phase One – Consisting of t wenty (20) days/ 168 hours. Topics covered during phase
one include but are not limited to:
