PURPOSE: The purpose of t his general order is to establish guidelines for the efficient and effective development and presentation of training programs for the Temple Terrace Police Department. II. SCOPE: All members III. DISCUSSION: Training has often been cited as one of the most important responsibilities in any law enforcement agency. Training serves thr ee broad purpos es. First, well trained members are generally better prepared to act decisively and correctly i n a broad spectrum o f situa tions. Second, training results in greater productivity and achievement . Third, training fosters cooperation and unity of purpose. Moreover, agencies are now being held legally accountable for the actions of their members and for failing to provide initial or remedial training. IV. DEFINITIONS: A. Advanced/Specialized Training -Training, in addition to basic recruit training, typically offered by an outside training facility or company. B. In-service Training - Training, in addition to ba sic recruit training , which is developed and/or presented by d epartment instructors. In -service training may include phase one o f the Departmental Field Training and Evaluation Program , retraining or refresher training, specialized training, career develop ment, promotional training, advanced training, and roll -call training. C. Lasershot System - Scenario based, response to resistance, weapons , and firearms training system. This training aid also provides skills courses that mimic those that are utilized durin g live fire. D. Trainin g Coordinator - An employee, appointed by the chief of police or his /her designee , who is responsibl e for overseeing the development and presentation of training programs designed to strengthen and support the professional development of department employees . __________________________________________ __________________________ _______________________________ General Order B-62 2 of 8 Employee Development and Training V. PROCEDURE A. Training Unit 1. The training unit is an ad hoc component of the department made up of instructors certified to teach in v arying disciplines that are collectively responsible for carrying out the department's training and career development functions. 2. Basic duties of the training coordinator include , but are not limited to : a) Planning and developing training pro grams . b) Conducting periodic training needs assessments . c) Scheduling members for all required in -service training . d) Posting outside training opportu nities that are available to members . e) Recommending the imple mentation of necessary training programs . f) Maintaining all training re cords . g) Monitoring atten dance at required train ing pro grams . h) Developing in structors . 3. The training coordinator is responsible for evalu ating all in-service training pro grams to ensure that they are co nsistent with the goals of the department. 4. The g oals and responsibilities of the training unit are to : a) Update and improve job skills . b) Conduct annual firearms training/ recertification . c) Provide training opportunities that will enhance the efficiency and effectiveness of the department and its members. B. Attendance at Training 1. During all mandatory training, attendance shall be required of all members. The lead instructor and/or the training coordinator shall document attendance at all training classes. a) Excused absences shall be submitted in writing (court, illness, etc.) and approved by the training coordinator . b) Unexcused absences shall be reported to the employee’s immediate supervisor and may subject the employee to disciplinary action. c) Missed mandatory recertification training (CPR Recertification, Firearms Qualification, Cultural Diversity, etc.) that cannot be rescheduled through in -service training (e.g., the last day of tr aining is missed with no make -up days scheduled ), will be completed as soon as possible . 1) The member is re sponsible for arranging the make -up of the miss ed instruction through the training coordinator . It is the member’s responsibility to arrange for coverage and time off f rom his/her respective assignment( s) in order to attend the make -up instruction 2) Records showing the member has received the missed recertification training are to be forwa rded to the training coordinator by the lead instructor. (a) The training coordinator is responsible for ensuring compliance with this regulation. d) Failure to complete any FDLE required training that results in a suspension of law enforcement officer certification will result in suspension of duties until that training is completed and documented by the training coordinator . 2. Attendance of all training classes shall be documented in the employee’s training file. This is to inclu de all in -service training as well as outside training classes. Employee s shall forward a copy of all training certificate s to the training coordinator .
