I. PURPOSE:
The purpose of this directive is to explain the types of assistance members will provide motorists on
streets, roads and highways and to establish guidelines to protect and assist stranded motorists
and repor t hazardous road conditions.

III. DISCUSSION :
It is the Department’s objective to be of service to the public in rendering aid in a timely and
courteous manner. Motorists on occasion need assistance of various types. This could occur as a
result of being stranded, an emergency situation, or a hazardous driving condition.
IV. PROCEDURE :
A. General Assistance to the Public
1. Members will provide reasonable directional assistance to the public upon request.
Members should have sufficient maps or street indexes for the City of Temple Terrace
available to effectively carry out this function. If further resources are necessary , members
should request assistance from Communications .
2. Members may render assistance to motorists by transporting them t o a facility where they
may obtain fuel or by contacting Communications to have fuel dispatched to them.
3. Members will render reasonable assistance in helping stranded motorists contact family
members, frie nds, or other concerned persons.
4. Members will ren der reasonable assistance to motorists in obtaining technical assistance
such as :
a) Emergency medical assistance;
b) Fire fighting services; and
c) Towing or repair service.
5. Members will not render or be dispatched to render technical assistance such as jump
starting a motorist’s vehicle or unlocking a vehicle unless an emergency exists (e.g., a
person, child, or pet locked inside a vehicle). Members may request the services of other
emergency service providers to respond and assist accordingly.

B. Mechanical Assistance and Towing Service
Members encountering a motorist requesting nonemergency assistance with obtaining entry
into their vehicle, requiring a wrecker, roadside service or other repair, shall first request that
the person desi ring the service provid e the name of the wrecker or other organization that
he/she wishes to respond to provide the needed service. Should the motorist provide no
preference, the member will request Communications dispatch the first wrecker service on
the rotation list that is a ble to provide the service requested.
C. Protection to Stranded Motorists
1. Members of the Department will ensure the safety of stranded motorists and their vehicles
prior to leaving a scene. Consideration should be given to the time of day, location, traf fic
conditions and weather conditions. Additional consideration should be made by reasonably
evaluating the age, known or apparent medical condition or any other known circumstance
applicable to the stranded motorist. Should required help or assistance b e unavailable in a
timely manner, the member , may transport the individual(s) to a place of safety. The
member w ill advise Communications of all transports of this type and include specific
information pertaining to the subject being transported to includ e:
a) Gender ;
b) Race;
c) Starting and ending mileage;
d) Location the individual(s) were transported to.
D. Emergency Assistance to Motorists
1. Sworn m embers of the Department while on duty, driving a City vehicle or otherwise being
compensated by the City during tra vel shall render emergency assistance to motorists or
highway users when providing such assistance may safely be accomplished . When
possible, m ember s will notify Comm unications of each incident prior to assistance being
given.
2. Members of the Department tr ained in firs t aid will render first aid as required during
emergencies. Members shall notify Communications of the emergency and have
appropriate emergency services respond to the scene. As soon as practical, the
responsibility for first aid shall be re linquished to emergency medical personnel.
3. Members shall use a fire extinguisher to extinguish fires that can be reasonably
extinguished. Members shall also notify C ommunications to have the Fire Department
respond .
E. Procedures to Correct Hazardous Ro ad Conditions
1. It is the responsibility of all members to recognize real and reasonably potential
dangerous/hazardous roadway conditions and to take immediate and appropriate actions to
correct them. Roadway and roadside hazards are to be reported immedia tely to
Communications for proper notification and corrective action. The following are some
examples of hazards that need to be reported:
a) Significant amount of debris in the roadway ;
b) Defects in the roadway ;
c) Defective, missing or damages in roadway safety features (i.e. traffic control devices) ;
d) Visual Obstructions ; and ,
e) Roadway Obstructions .

1. It is the responsibility of members to recognize real or potentially dangerous situations
involving material and roadway chemical spills. Members shall attempt to ascertain the type
and amount of material involved and the possible effects/danger to the public. Members
shall
