I. PURPOSE:
The purpose of this directive is to define the guidelines for displaying respect for the
American Flag and the National Anthem, consistent with custom and tradition.
II. SCOPE:
All Members
III. DISCUSSION:
All Department personnel shall render due respect and courtesy to the American Flag and
the National Anthem.
IV. PROCEDURE:
A. National Anthem (Flag Not Displayed) - When the National Anthem is played and the
American Flag is n ot visible, all personnel shall, unless actively engaged in the
performance of required duties, stand at attention, face the direction of the music and
render an appropriate salute.
1. Uniformed Officers wearing hats shall render a military salute, beginning with the first
note of the anthem music and held until the last not e.
2. Uniformed Officers not wearing hats will assume the position of attention .
3. Non-uniformed Officers and civilian personnel shall render a civilian salute during the
anthem.
B. National Anthem (Flag Displayed) - When the National Anthem is played and the
American Flag is displayed :
1. Uniformed and Civilian personnel shall , unless actively engaged in the performance
of required duties, face the F lag and conform to the same requirements for rendering
an appropriate salute listed in Section IV A of this directive.

1. During ceremonies such as the pledge of allegiance or the raising or lowering of the
Flag, all personnel shall, unless actively engaged in the performance of required
duties, stand at attention, face the Flag and render an appropriate salute.
a. Uniformed Officers wearing hats shall render a military salute.
b. Uniformed Officers not wearing hats will assume the position of attention .
c. Non-uniformed Officers and civilian personnel shall render a c ivilian salute .
2. During a procession, the Flag shall be saluted from a position of attention . The salute
shall be rendered when the Flag is six paces from you and held until the Flag passes
six paces beyond you.
a. Uniformed Officers wearing hats shall render a military salute.
b. Uniformed Officers not wearing hats will assume the position of attention .
c. Non-uniformed Officers and civilian personnel shall render a c ivilian salute .
V. PROCEDURE FOR SALUTING:
A. Position of Attention
1. Bring your left heel against your right heel.
2. Turn your feet out equally to form an angle of 45 degrees, keeping your heels on the
same line and touching.
3. Keep your legs straight, but not still at the knees.
4. Keep your hips and shoulders level and your chest lifted.
5. Arms should hang naturally, thumbs along the trouser seams, palms facing inward
toward the legs, fingers joined in their natural curl and elbows in.
6. Head and body should be erect, e yes should be straight ahead, mouth closed, chin
pulled in slightly.
7. Stand still and do not talk.
B. Military Salute
1. The military salute shall be render ed from a position of attention. The right forearm
shall be inclined at a left 45 -degree angle with the upper arm parallel to the ground
and the elbow slightly forward.
2. The tip of the right forefinger shall touch the hat brim slightly to the right of the right
eye with thumb and fingers extended and joined. The hand and wrist shall be in a
straight line with the palm slightly inward.
C. Civilian Salute
1. The civilian salute shall be rendered from a position of attention.
2. Non-uniformed personnel wearing hats shall remove the hat and hold it in the right
hand against the left shoulder, with the right hand over the heart.
3. Non-uniformed personnel without a hat shall place the right hand over the heart with
the palm inward and the hand in an open position with fingers and thumb together.
VI. PROCEDURE FOR DISPLAYING THE AMERICAN FLAG:
A. Outdoors
1. The American Flag is customarily displayed from sunrise to sunset on buildings and
stationary flag staffs. It can be displayed when illuminated at night.
2. The American Flag should not be displayed outdoors during inclement weather.
3. When the American Flag is displayed from the same flagpole with another flag, the
American Flag shall be the top -most flag.

General Order B -42 3 of 3 American Flag and National Anthem 4. When the American Flag is displayed with flags which are on other poles, the
American Flag shall be positioned to the right of the o ther flagpoles facing outward
from a building or structure. The American Flag shall be the first raised and last
lowered.
5. When displayed on a motor vehicle, the flag staff shall be fixed or clamped firmly to
the chassis or body of the vehicle. The Flag s hall not be draped over the hood, top or
back of the vehicle.
6. When carried in a procession, the American Flag shall be on the right of the
marchers.
