B-26 SUBJECT: STUDENT INTERNSHIP AND RIDE - ALONG PROGRAM S INDEX AS: SAME AS ABOVE RESCINDS: REVISES: B-26 DATE REVISED : 11/02/2020 DISTRIBUTION ALL MEMBERS I. PURPOSE: The purpose of this directive is to provide guidelines for the Te mple Terrace Police Department Student Internship and Ride-Along P rogram s. II. SCOPE: All Members III. DISCUSSION: The Temple Terrace Police Department encourages community interest and involvement in the law enforcement process a nd to that end allows participation in the D epartment’s Student Internship and Ride -Along Program s for legitimate civi c or educational reasons. Neither of the aforementioned programs routinely provide the participant with unescorted access to a CJIS “Physically Secur e Location” and most participants are therefore exempt from the Level 1 Security Awareness Training and Live Scan Fingerprint screening requirements for unescorted access. However , if for any reason unescorted access to a CJIS “Physically Secure Location” is being contemplated, both Level 1 Security Awareness Training and Live Scan Fingerprint screening must be completed prior to participating in either program. The Student Internship and Ride-Along P rogram sha ll be administered through the P atrol Division. IV. PROCEDURE: A. Internship Eligibility: 1. Individuals interested in serving as a student intern m ust be sixteen (16) years of age or older and : _____________________________________________________________________________ General Order B -26 2 of 5 Student Internship And Ride Along Program s a. Be referred by an academic institution . b. Be currently enrolled in an academic or trade program at the referring institution. c. Submit a compl eted “Guest Passenger and Obs erver Request and Release Form.” d. A name based records check utilizing purpose code C for site security as well as a wants/warrants check must be completed . 1) Any criminal conviction is grounds for disqualification. 2) Adverse contacts with law enforcement will be evaluated on a case -by-case basis. e. If unescorted access to a CJIS “Physically Secure Location” is contemplated, Live Scan fingerprint screening and successful completion of Level 1 Security Awareness Training is required . f. Successfully complete an i nterview with the Patrol Division Commander or designee. B. Ride-Along Eligibility: 1. Individuals interested in a ride -along must be sixteen (16) years of age or older and : a. Submit a completed “Guest Passenger and Observer Request Form .” b. A name based records check utilizing purpose code C for site security as well as a wants/warrants check must be completed 1) Any criminal conviction is grounds for disqualification. 2) Adverse contacts with law enforcement will be evaluated on a case -by-case basis. c. If une scorted access to a CJIS “Physically Secure Location” is contemplated, Live Scan fingerprint screening and successful completion of Level 1 Security Awareness Training is required. 2. All Commission for Florida Law Enforcement Accreditation (CFA) Assessors are required to acquire and maintain CJIS Limited Access Certification or higher in order to be on the CFA active assessor list. As a result , CFA assessors selected from the current CFA active assessor list who are conducting an assessment of the agency ar e authorized to ride -along with officers and are exempt from additional screening. 3. Temple Terrace Police Department non -sworn personnel may participate in the ride -along program by submitting an inter -office memorandum (for approval) via their chain of com mand to the Chief of Police. a. Non-sworn personnel may only ride with an officer once every three months , unless otherwise approved by the Chief of Police. b. Non-sworn personnel shall abide by the same restrictions and guidelines as other participants . _____________________________________________________________________________ General Order B -26 3 of 5 Student Internship And Ride Along Program s C. Approval Process: 1. All requests received for participation in the Student Internship or Ride-Along Program, including the required form, will be referred to the Patrol Division Commander . 2. If it is determined that the participant wil l have unescorted access to a CJIS “Physically Secure Location,” the Patrol Division Commander will deliver the packet to Professional Standards who will conduct the background investigation and schedule the LiveScan fingerprinting. a. If the applicant completes this stage, Professional Standards will contact the Services Division C ommander to schedule the Level 1 Security Awareness Training. 3. Notice of Right s on Fingerprint Retention. a. Before the processing of Livescan fingerprints, all student internship and ride along applicants will review and sign Notice for applicants submitting fingerprints for a criminal history record check , in accordance with FBI and FDLE regulations. 4. Requests by persons with criminal histories or other issu es discovered during the screening shall be evaluated by the Chief of Police or his/her d esignee . a. If the request is not approved, the Patrol Division Commander shall notify the person requesting the internship or ride-along
