I. PURPOSE :
The purpose of marine patrol is to promote boating safety and education; to enforce marine,
wildlife, and environmental laws; to enforce city ordinances; and to provide police service to
waterfront areas of the City of Temple Terrace.

III. DISCUSSION:
Temple Terrace has numerous waterways which are used by the citizens of this community. In
some areas, these waterways can be difficult to patrol using conventional vehicles. Marine patrol
can be an effective tool to overcome the challenges with patrolli ng these areas. The procedures
set forth herein are intended to ensure the effective use of marine patrol officers. It shall be the
policy of the Temple Terrace Police Department to use marine patrol officers as a supplemental
and supportive tool, to achieve the goals of the department more effectively . Marine Officer s shall
be used to patrol waterways; enforce marine, wildlife, and environmental laws; investigate crimes
relating to the water ways; educate the public about marine laws and safety; apprehend criminals;
and promote favorable public relations .
IV. DEFINITIONS:
A. Marine Officer – A law enforcement member specially trained in the enforcement of marine
related laws who has successfully completed the requirements outlined in this general order.
This officer has been selected to perform marine duties on a full-time basis and is assigned to
the patrol division. .
B. Alternate Marine Officer – A law enforcement member specially trained in the enforcement of
marine related laws who has successfully completed the requirements outlined in this general
order. This officer has been selected to perform marine duties on a part -time basis as an
additional assignment to be performed at such times as there is need for assistance with a
special event, or during the extended absence of the marine officer . In addition, an alternate
marine officer may , at the discretion of the on -duty supervisor , be deployed during emergencies.
C. Marine Vessel – Any vessel owned and operated by the Temple Terrace Police Department.

V. AUTHORITY AND RESPONSIBILITY:
A. The marine unit shall be an organizational subdivision of the patrol division and will work under
the primary guidance of the patrol captain .
B. Responsibilities of the patrol captain :
1. General supervision of all marine officer s and alternate marine officer s, including the
scheduling and coordination of training.
2. Periodically update all marine officer s regarding legal changes and court rulings in the form
of publications, legal updates, and training bulletins.
3. Maintain statistical records for marine activities and report to the appropriate governing
body.
C. Responsibilities of the marine officer:
1. Compile and submit quarterly activity and performance reports.
2. Maintain all assigned departmental equipment related to the marine unit by ensuring that it
is maintained in good working order, serviced, or replaced when needed.
3. Assist in the coordination of alternate marine officer details .
4. Represent TTPD at marine meetings, including the Temple Terrace River Watch Task
Force and the Hillsborough County Maritime Law Enforcement Citizens A dvisory
Committee .
D. Responsibilities of the alternate marine officer(s):
1. Ensure that their patrol supervisor is notified and proper staffing levels are available for the
date(s) requested to perform marine duties.
2. Compile and submit quarterly activity and performance reports.
3. Maintain equipment used during each detail.
4. Perform any work as part of the regular duties assigned to the marine officer or as ordered
by a patrol supervisor or the patrol captain .
VI. SELECTION PROCESS FOR MARINE OFFICERS/ALTERNATE MARINE OFFICERS :
A. Only marine certified police officers are authorized to operate police vessels and perform marine
patrol duties.
B. Candidates must have at least two (2) years of law enforcement experience prior to assignment
as a marine officer or alternate marine officer .
C. Candidates must have a strong interest in, and commitment to, the Te mple Terrace Police
Department Marine Patrol P rogram.
D. Candidates for marine officer or alternate marine officer must obtain a Boating Safety and
Seamans hip Certificate from the U.S. Coast Guard Auxiliary (or the equivalent approved U.S.
Power Squadron course).
E. Candidates must pass a basic Physical Ability Test (PAT) involving above average swimming
skills (see Section XI II).
F. Candidates must successfully complete the following training:
1. Basic life saving including a working knowledge of victim rescue (in and out of water) and
in-water survival techniques.
2. A minimum of eight (8) hours observing water borne operations with officers of the Florid a
Fish and Wildlife Conservation Commission or the Hillsb orough County Sheriff’s Office
Marine U nit. .
3. A minimum of eight (8) hours comprehensive training involving vessel loading, unloading,
dockin g, fast/slow operations, repair, and maintenance.

4. A minimum of twenty -four (24) hours of on-the-job training with a current marine officer or
alternate marine officer as selected by the unit supervisor.
G. All marine and alternate marine officer s will undergo periodic in-service training/ PAT to ensure
maintenance of minimum
